Raat-Schüpfheim was an independent political municipality in the district of Dielsdorf , Canton of Zurich , Switzerland until 1907 . It consisted of the districts Raat and Schüpfheim . Raat had a chronic financial problem. The community was therefore - against the will of the residents of Stadel - merged with Windlach to form the new community of Stadel near Niederglatt .
