The Council for Information Infrastructures (RfII) is a science policy advisory body that advises the federal and state governments on issues relating to the further development of scientific information infrastructures . The 24 voluntary members are appointed by the Joint Science Conference (GWK).

The RfII accompanies the development of the German science system in the field of information infrastructures in the digital age. The aim is to design sustainable information infrastructures and services for science. The focus of the digital transformation of science is on new forms of research and publication, the most open access to scientific knowledge, the development of innovative tools and services, and the qualification of specialist staff. As a coordinating body, the RfII is intended to identify potential synergies and improve the interlinking of activities in this area.

The council members represent a broad spectrum of scientific disciplines, facilities and institutions (stakeholders):

  • 8 representatives of scientific users,
  • 8 representations of information infrastructure institutions,
  • 4 federal and state representations,
  • 4 representations of public life.

The first 16 representatives are named in the same way as the nomination procedure for members of the Science Council . For the other 8 representatives, the right of proposal lies with the federal and state governments in the GWK.

Otto Rienhoff was elected as the first chairman of the council, his deputy was Sabine Brünger-Weilandt until 2016. Petra Gehring then took over the deputy chairmanship. In November 2017, Petra Gehring was elected as the new chairman and Stefan Liebig as deputy chairman. During the 13th council meeting and the first meeting of the second mandate phase in November 2018, the chairmen Petra Gehring and Stefan Liebig were confirmed for a second term.

The administrative support of the RfII is carried out by an office financed by the federal and state governments. The Georg-August-Universität Göttingen is responsible for the office established in 2014 .

In November 2013, the GWK decided to set up a “Council for Information Infrastructures” and to finance it jointly by the federal and state governments, initially for four years. This was preceded by an inventory by the “Commission for the Future of Information Infrastructure” (2009–2011) and by the Science Council (2011–2012). The appointment of the RfII was also a measure on the digital agenda of the Federal Government 2014-2017 in the field of education, research, science, culture and media.

activities

The main focus of the RfII is currently in the area of research data , which in the understanding of the RfII includes both digital databases and analog material collections. The RfII meets two to three times a year. In addition, recommendations are prepared in relevant committees and working groups. The international interdependencies of information infrastructures as well as the associated opportunities and challenges for Germany as a location for science are also analyzed.

First mandate phase

In the first mandate phase, the RfII concentrated on the topic of “Research Data - Sustainability - Internationality”. Explanations of terms for the German-speaking area were defined as the basis for the cooperation. With the position paper “Achievement from Diversity” (June 2016), the Council made recommendations on the structures, processes and financing of research data management. The suggestion for the development of a division of labor organized, distributed and networked National Research Data Infrastructure (NFDI) was taken up and implemented by the GWK. In addition, the recommendations and discussion impulses of the RfII were widely received in the German science system. In November 2018, the establishment of the NFDI was decided in a federal-state agreement, which will be endowed with funding of up to € 90 million annually for an initial period of ten years from January 2019.

The activities of the RfII also include the observation of international developments and networking with international actors. A first technical report on the development of information infrastructures in Canada, Australia, the Netherlands and the United Kingdom was published in 2016. As part of the 11th General Assembly of the International Research Data Alliance (RDA) in Berlin, the RfII organized a "co-located event" with more than 80 representatives of national and international science and research institutions, which offered the possibility of user involvement in the development of information infrastructures on the subject would have.

Second mandate phase

After a positive evaluation of the first mandate phase since 2014 by the GWK, the RfII was appointed for a further four years. For the second mandate phase since November 2018, fourteen members were confirmed and ten new members were appointed.

In the second mandate phase, the RfII is continuing two projects that have already been initiated on the subject of “data quality” as well as digital skills and new career and training perspectives for the science labor market. In the first meeting of the second mandate phase, it was also decided to resume the international comparative analyzes, and recommendations for the design of services at the interface between science and business are to be drawn up in the context of the “ open data ” discourse. The RfII will only monitor the establishment and development of the National Research Data Infrastructure it initiated.
