The main region Waldviertel is one of the main regions (five "quarters") of the spatial planning of Lower Austria, and is organized in the regional association Waldviertel , the association of the municipalities and municipal associations of these municipalities, the Leader regions and other regionally important representatives. The association goes back to the Pro Waldviertel initiative founded in 1979 , which opposed a planned nuclear waste dump. In the course of joining the EU in 1995 , this became the regional association. Since 2015 the operational work of the association has been on the newly created NÖ.Regional.GmbHof the state, in which the regional association holds 6%, with the Lower Austrian Village and Urban Renewal Association of all municipalities as a partner.
The most important regional actors are the EUROPA platform PRO Waldviertel and the project association Waldviertel.
As such, the region corresponds to the traditional Waldviertel , without the communities of the Melk and Krems districts , which are oriented south into the Danube Valley, and the area around Hardegg , which belongs to the Hollabrunn district. The main Waldviertel region includes:
- The districts of Zwettl , Gmünd , Waidhofen an der Thaya and Horn (complete, including the communities east of Manhartsberg , which are part of the Weinviertel )
- The district of Krems (excluding the Wachau communities, i.e. the communities of Albrechtsberg an der Große Krems , Droß , Gedersdorf , Gföhl , Grafenegg , Hadersdorf-Kammern , Jaidhof , Krumau am Kamp , Langenlois , Lengenfeld , Lichtenau im Waldviertel , Rastenfeld , Rohrendorf bei Krems , St . Leonhard am Hornerwald , Schönberg am Kamp , Senftenberg , Straß im Straßertale , Stratzing and Weinzierl am Walde )
The small regions of the Waldviertel are (as of 2016, with number):

- ASTEG (26, 4 municipalities)
- Waldviertel heartland (30, 13 communities)

such as
- ARGE Raum Krems (45, 8 municipalities), half of which also belongs to the main region of Lower Lower Austria and
- Manhartsberg (58, 8 communities) with parts in the Weinviertel
The municipalities of the Melk district north of the Danube with the southern Waldviertel ecoregion (13, 12 municipalities) belong to the main region of Mostviertel .
In the Lower Austria nature conservation concept , the main region is divided into five sub-regions
- Northern Waldviertel,
- Southwest Waldviertel,
- Southeastern Waldviertel,
- Eggenburg Basin and the adjacent Weinviertel and
- Kremser Weinland and lower reaches of the Kamp.
The Natura 2000 areas in Lower Austria are each completely assigned to one of the five main regions of the state development concept and processed in a structured manner according to a uniform scheme. The following European protected areas exist in the main Waldviertel region:
