Rickard Johannes Sandler (born January 29, 1884 in Torsåker , † November 12, 1964 in Stockholm ) was a Swedish politician and Prime Minister of Sweden (Sveriges State Minister) .

Studies and professional career

The son of the Volkshochschule rector and later member of the Reichstag, Johan Sandler, first completed a teaching degree at Uppsala University , which he completed with a Bachelor of Arts (BA) . Subsequently, from 1905 to 1926 he was a teacher at the adult education center in Kramfors , where his father was the rector.

In 1911 he was also awarded a degree in philosophy from the University of Gothenburg .

Political career

Social democratic politician and promotion to ministerial level

Sandler began his political career in 1911 when he was elected to the executive committee of the Social Democratic Workers' Party (SAP) , to which he was a member until 1952. In 1912 he was one of the founders of the Workers' Education Association ( Arbetarnas Bildningsförbund ), the education department of the Swedish labor movement . In 1917 he was also the editor of Ny Tid (Neue Zeit), the daily newspaper of SAP published in Gothenburg . In these functions he was also one of the main authors of the Marxist -influenced party program of the Swedish Workers' Party in 1920 .

As early as 1918, he was appointed State Secretary to Finance Minister Fredrik Thorsson in Nils Edén's cabinet. He took over this office on March 10, 1920 in the cabinet of Karl Hjalmar Branting . In this capacity he was also acting finance minister from July to October 1920, when Thorsson became trade minister.

Branting appointed him from October 13, 1921 to April 19, 1923 as Minister without Portfolio in his second government. After all, he was Minister of Commerce in Branting's third cabinet from October 18, 1924 to January 24, 1925, after he had renounced the post of rector of the Brunnsvik Adult Education Center.

Prime Minister from 1925 to 1926

When Branting resigned for health reasons a few weeks before his death on January 24, 1925 and the intended successor candidate Fredrik Thorsson also became seriously ill, Sandler was appointed Prime Minister of Sweden (Sveriges State Minister) by King Gustav V at the age of only 41 .

As Prime Minister, it was his particular responsibility to implement the reduction in the army promised by the Social Democratic Workers' Party during the election campaign. He was supported in particular by the Freethinking People's Party .

Another important decision of his government was the annulment of a decision by the Unemployment Commission ( Arbetslöshetskommissions ), which refused to continue to pay the striking workers of the Stripa mine ( Stripa gruva ). This led to a government crisis as the liberal and conservative majority in the Reichstag rejected the government's decision. The subsequent vote of no confidence led to Sandler's resignation as Prime Minister on June 6, 1926, followed by Carl Gustaf Ekman .

Subsequently he was director of the Central Statistical Office , Statistiska centralbyrån (SCB) from 1926 to 1932 .

Foreign Minister and Foreign Politician

After several years of withdrawing from government policy, he was appointed Foreign Minister in the first cabinet of Prime Minister Per Albin Hansson on September 26, 1932 . Apart from a brief interruption during the government of Axel Pehrsson-Bramstorp from June 19 to September 28, 1936, he also held this post in the second Hansson cabinet until December 13, 1939.

On December 13, 1939, he resigned as Foreign Minister because of a disagreement with Prime Minister Hansson over the winter war between Finland and the Soviet Union . Sandler called for active support from Finland after the attack by the Soviet Union on the neighboring country on November 30, 1939, but this was rejected by the Prime Minister.

He remained an influential foreign politician in his country. He was elected a member of the parliament in the 1940 Reichstag election. From 1940 he was a member of the Reichstag Committee on Foreign Affairs ( Utrikesutskottet ), from 1946 until his death in 1964 even as its chairman.

He was also a member of the Swedish delegation to the United Nations (UN) from 1947 to 1960 .

Other offices

Sandler was also from 1941 to 1950 district president ( Landshövding ) of the province of Gävleborg .

In addition, he was repeatedly appointed chairman of various government commissions: from 1920 to 1936 he was chairman of the socialization commission. After the Second World War , from 1945 to 1947 he was chairman of the so-called Sandler Commission, which coordinated Swedish refugee policy in the post-war period. Finally he was appointed chairman of the constitutional commission from 1954 to 1963 .

Publications

In addition to a translation of Karl Marx Das Kapital into Swedish , he also published a widespread short study on social classes entitled Samhället sådant det är (1911) and a book on literary and historical writings called Cipher (1943).
