Rudolph Bauer

Rudolph Bauer (born April 28, 1939 in Amberg , Upper Palatinate ) is a German social scientist , journalist and visual artist . From 1972 to 2002 he was professor for social education at the University of Bremen .

Life

After graduating from high school in 1959 at the Humanist Gymnasium in Amberg , Bauer studied at the universities of Munich, Erlangen, Frankfurt am Main and Konstanz - with interruptions, including a traineeship at Amberger and Sulzbach-Rosenberger Zeitung . In addition to German studies (with Hans Schwerte in Erlangen), he studied sociology (with Georg Weippert, Erlangen, and with Theodor W. Adorno , Jürgen Habermas and Claus Offe in Frankfurt am Main), philosophy (with Wilhelm Kamlah , Paul Lorenzen , Kuno Lorenz and Jürgen Mittelstraß ) and political science . In the latter subject, he received his doctorate in 1967 with Waldemar Besson and Wolf-Dieter Narr with a thesis on the cultural policy committee of the German Bundestag from 1949 to 1965.

As a student, he was a member of the Federal Association of German-Israeli Study Groups (BDIS) and briefly its chairman, worked as an editor for the Frankfurt student newspaper Diskus and is involved with the Socialist German Student Union (SDS) in Frankfurt am Main and Konstanz. From April 1969 to April 1970 he was a member of the “March” base group and one of the people in charge of the Socialist Correspondence - INFO (SC-Info).

Stations in his professional career were the study group for systems research in Heidelberg and Bonn, the Paritätische Bildungswerk in Frankfurt am Main, a research contract from the city of Offenbach am Main to create a social development plan for the Marioth district (now Lohwald ). In 1970 he was appointed substitute professor to the Giessen chair of interest group researcher Heinz Josef Varain (1925–2011).

In 1972 he was appointed to the newly founded “Reform University” in Bremen. In the early years he participated in the conception of the (in this form new) degree course in social pedagogy . He was also active in a number of interdisciplinary social science projects. In terms of university policy, he was involved in central university committees when it was founded (for example in the Convention and in the Academic Senate). In Bremen he was co-founder of the local group of the Society for German-Chinese Friendship (GDCF), to whose national board he was elected. 1979/80 he was on leave and worked as a foreign expert in the preparation of the German-Chinese lexicon at the Foreign Language Institute No. 1 in Beijing (today Beijing Foreign Language University ). In 1983 he published the cartoon book China laughs .

In the 1980s and 1990s, Bauer was department spokesman (dean) for several electoral terms. Together with Jürgen Blandow and Manfred Max Wambach he founded the 'Institute for Local Social Policy and Nonprofit Organizations', of which he was the spokesperson (director).

In 1991 he was the non-party leading candidate of the party Die Grauen for the Bremen citizenship elections , which failed, however, with 1.7% at the 5% hurdle.

Scientific focus

In his work as a teacher and researcher, Bauer positioned himself in three subject areas: firstly, in the field of sociology of social minorities and the methods of so-called “ fringe group work ”; secondly in the analysis of historical, current and comparative questions of social and welfare policy in the local, national and European context and thirdly in the field of the analysis of social movements and their institutionalization in the form of intermediary organizations . He was particularly interested in the welfare associations and in general the “third sector” as well as different approaches in the field of self-organization .

As part of his work on societal marginalized groups and the questions of the policies and aid measures aimed at them, he thematized the situation of the homeless , about which he published a memorandum and materials for the UN year for people in need of housing in 1987 together with a group of authors , by Sinti and Roma from home pupils as well as the disabled , the elderly , migrants , prisoners and -entlassenen.

In 1978 he published the first monograph on welfare associations in the Federal Republic of Germany in the field of voluntary welfare . He contributed to the thematization of this special field of research at the interface of sociology , political science and social work as well as social education as an organizer of scientific conferences and as an author and editor of collections of articles. In 1990 he was appointed to the editorial board of Voluntas: International Journal of Voluntary and Non-Profit Organizations as a German member .

Since the 23rd German Sociology Congress in Hamburg in 1986, Bauer was the initiator of the ad hoc sociology group of the welfare associations . In 1989 he was appointed Senior Fellow in Philanthropy at the Institute for Policy Studies .

Bauer's understanding of welfare and social policy is not limited to the classic social security and social assistance policy, but also includes health, (training), labor market, criminal law, family and housing policy. In these areas be considered cognitive interest , especially the local level ( municipality , commune ) and issues of community work and community organizing . A part of his published articles on the topic of local social policy is due to the cooperation with Rolf-Richard Grauhan .

In the early 1990s, Bauer published a three-volume encyclopedia of social and health care systems (Munich and Vienna 1992). The concise dictionary includes explanations of technical terminology, short biographies of important personalities and information about organizations and institutions, all of this with current reference and the respective historical background.

Together with Hans Pfaffenberger (Trier) and Franz Hamburger (Mainz), Bauer acted as the publisher of the series on social education / social work in the welfare state . The research report Nonprofit Organizations as Employers (2000) , written in collaboration with Sigrid Betzelt, and the monograph Personal Social Services (2001) are examples of his interdisciplinary perspective. Since 2006 he has been involved in a series of articles with the media group Bertelsmann AG and the Bertelsmann Foundation . Since 2014 he has mainly published on issues of militarization and the anti-war and peace movement .

On the occasion of his 75th birthday, Rudolph Bauer was presented with a commemorative publication and an inventory of social service policy was dedicated.

Bauer is a member of Attac's Scientific Advisory Board .

controversy

In the Junge Welt published review of the book Who will save Israel - a country at the crossroads of Arn Strohmeyer wrote Bauer on the Middle East conflict , among others, a " colonialist [n] and nationalist [n] conquest " of Israel and " imprisonment, expulsion and killings of all Art ". In a rhetorical question, he compared the special responsibility of German policy for Israel's security, which, according to Bauer, is based “ solely on violence, killing and weapons ”, with the “ Wannsee resolutions ”, which are “ only now becoming a completely cruel reality ”, and described " master race features " at the " militant [n] Judaism of the Zionist movement ."
