The Scottish Football League Third Division was held under this name for the second time in 1995/96 . It was also the second edition of the Third Division as only the fourth highest Scottish league . In the fourth-highest division of men’s football in Scotland , 10 clubs competed against each other in a total of 36 matchdays in the 1995/96 season. Each team played four times against each other team. In the event of a tie, the goal difference counted .

The championship was won by Livingston FC , who at the same time secured participation in the 1996/97 Second Division season together with the second Brechin City . The top scorer with 23 goals was Iain Stewart of Inverness Caledonian Thistle .
