The Scottish Football League Third Division was held under this name for the fifth time in 1998/99 . It was also the fifth edition of the Third Division as only fourth highest Scottish league . In the fourth-highest division of men's football in Scotland , 10 clubs competed against each other in a total of 36 matchdays in the 1998/99 season. Each team played four times against each other team. In the event of a tie, the goal difference counted .

The championship won Ross County , which together with the table runner-up FC Stenhousemuir , secured participation in the Second Division season 1999/2000 . The top scorer with 17 goals went to Steven Ferguson and Neil Tarrant from Ross County, and Patrick Flannery from Dumbarton FC .
