The Scottish Football League Second Division was played in 1998/99 for the 24th time after the introduction of the Premier League as the third highest Scottish league . In addition, it was the twenty-fourth edition of the men's third-highest division football in Scotland under the name Second Division . In the 1998/99 season, 10 clubs competed against each other in a total of 36 match days. Each team played four times against each other team. In the event of a tie, the goal difference counted .
The championship was won by Livingston FC , which also secured participation in the 1999/2000 First Division season . In addition to Livingston , the runner-up, Inverness Caledonian Thistle also rose. FC East Fife and Forfar Athletic had to relegate to the third division . The top scorer with 21 goals was Alex Bone from Stirling Albion .
