The Scottish Football League Second Division was played for the third time in 1977/78 . After the introduction of the Premier Division it was only the third highest Scottish league . In addition, it was the third event as the third highest division of men's football in Scotland under the name Second Division . In the 1977/78 season, 14 clubs competed against each other in a total of 39 match days. Each team played three times against each other team. In the event of a tie, the goal difference counted .

The championship was won by FC Clyde , which at the same time secured participation in the First Division season 1978/79 . In addition to Clyde , the runner-up Raith Rovers also rose. The top scorer with 27 goals was James Frye from FC Stranraer .
