The Scottish Football League Second Division was played for the fourth time in 1978/79 . After the introduction of the Premier Division it was only the third highest Scottish league . In addition, it was the fourth event as the third highest division of men's football in Scotland under the name Second Division . In the 1978/79 season, 14 clubs competed against each other in a total of 39 game days. Each team played three times against each other team. In the event of a tie, the goal difference counted .

The championship won the Berwick Rangers , which at the same time secured participation in the First Division season 1979/80 . In addition to the Rangers , the runner-up Dunfermline Athletic also rose. The top scorer with 24 goals was Bruce Clelland of the Albion Rovers .
