The Scottish Football League Second Division was played in 1996/97 for the 22nd time after the introduction of the Premier Division as the third highest Scottish league . In addition, it was the twenty-second event as the third highest football division of men in Scotland under the name Second Division . In the 1996/97 season, 10 clubs competed against each other in a total of 36 match days. Each team played four times against each other team. In the event of a tie, the goal difference counted .

Ayr United won the championship , which also secured participation in the 1997/98 First Division season . In addition to United , the runner-up Hamilton Academical also rose. FC Dumbarton and Berwick Rangers had to relegate to the Third Division . The top scorer with 31 goals was Paul Ritchie of Hamilton Academical.
