The Scottish Football League Second Division was played in 1990/91 for the 16th time after the introduction of the Premier Division as the third highest Scottish league . In addition, it was the sixteenth event as the third highest division of men's football in Scotland under the name Second Division . In the 1990/91 season 14 clubs competed against each other in a total of 39 match days. Each team played three times against each other team. In the event of a tie, the goal difference counted .

The championship won Stirling Albion , which at the same time secured participation in the First Division season 1991/92 . In addition to Stirling , the runner-up FC Montrose also rose. The top scorer with 17 goals was Michael Hendry of FC Queen's Park .
