The Scottish Football League First Division was played for the 16th time in 1990/91 as only the second highest Scottish league . It was also the sixteenth edition of the men's second division football in Scotland under the name First Division . In the 1990/91 season, 14 clubs competed against each other in a total of 39 matchdays. Each team played three times against each other team. In the event of a tie, the goal difference counted .

The championship was won by FC Falkirk , which also secured participation in the 1991/92 Premier Division season . In addition to Falkirk , the runner-up Airdrieonians FC also rose. FC Clyde and Brechin City had to relegate to the Second Division . Gordon Dalziel of the Raith Rovers was the top scorer with 25 goals .
