The Scottish Football League First Division was played for the 15th time in 1989/90 as only the second highest Scottish league . It was also the fifteenth edition of the men's second division football in Scotland under the name First Division . In the 1989/90 season, 14 clubs competed against each other in a total of 39 matchdays. Each team played three times against each other team. In the event of a tie, the goal difference counted .

The championship was won by FC St. Johnstone , which at the same time secured participation in the 1990/91 Premier Division season . The Albion Rovers and Alloa Athletic had to relegate to the Second Division . The top scorer with 21 goals was Kenneth Eadie of FC Clydebank .
