The Scottish Football League Division Two was held for the 65th time in 1970/71 . After the introduction of Division One , it was also the 65th edition of the men's second highest football division in the Scottish Football League under the name Division Two . In the 1970/71 season, 19 clubs competed against each other in a total of 36 match days. Each team played once at home and away against every other team. The 2-point rule applied . In the event of a tie, the goal quotient counted . The championship won Partick Thistle , who secured promotion to Division One together with runner-up FC East Fife . The top scorer with 28 goals went to Jimmy Jack from FC Arbroath and Kenny Wilson from FC Dumbarton .
