The Scottish Football League Division Two was played for the 48th time in 1953/54 . After the introduction of Division One , it was also the 48th edition of the men's second-highest football division in the Scottish Football League under the name Division Two . In the 1953/54 season, 16 clubs competed against each other in a total of 30 game days. Each team played once at home and away against every other team. The 2-point rule applied . In the event of a tie, the goal quotient counted . The championship was won by FC Motherwell , who secured promotion to Division One together with second-placed FC Kilmarnock . The two-time Scottish champions from 1891 and 1892 , FC Dumbarton withdrew at the end of the season from the professional Scottish Football League, and played again from the 1955/56 season in Division Two. Top scorer with 29 goals were James Inglis ( Cowdenbeath FC ) and Ian Roger ( St. Johnstone FC ).
