The Scottish Football League Division Two was played for the 43rd time in 1948/49 . After the introduction of Division One , it was also the 43rd edition of the men's second-highest soccer division in the Scottish Football League under the name Division Two . In the 1948/49 season, 16 clubs competed against each other in a total of 30 match days. Each team played once at home and away against every other team. The 2-point rule applied . In the event of a tie, the goal quotient counted . The championship won the Raith Rovers , who secured promotion to Division One together with the runner-up Stirling Albion . The top scorer with 35 goals was Willie Penman of the Raith Rovers.
