The Scottish Football League First Division was held for the 25th time in 1999/2000 as only the second highest Scottish league under this name. In the second-highest division of men's football in Scotland , 10 clubs competed against each other in a total of 36 matchdays in the 1999/2000 season. Each team played four times against each other team. In the event of a tie, the goal difference counted .

The championship was won by FC St. Mirren , who also secured participation in the 2000/01 Premier League season . In addition to the Saints , the runner-up Dunfermline Athletic also rose. FC Clydebank had to relegate to the Second Division . The top scorer with 16 goals was Mark Yardley of FC St. Mirren.
