The Scottish Football League Third Division was held under this name for the tenth time in 2003/04 . It was also the tenth edition of the Third Division as only fourth highest Scottish league . In the fourth-highest division of men's football in Scotland , 10 clubs competed against each other in a total of 36 matchdays in the 2003/04 season. Each team played four times against each other team. In the event of a tie, the goal difference counted before the direct comparison.

The championship was won by FC Stranraer , who at the same time secured participation in the 2004/05 Second Division season together with second-placed Stirling Albion . Michael Moore from FC Stranraer was the top scorer with 24 goals .
