Stefan Kaufmann (born August 21, 1969 in Stuttgart ) is a German lawyer and politician ( CDU ). Kaufmann has been a member of the German Bundestag since 2009 .

Life

Kaufmann was born the youngest of three brothers. His mother was a shorthand clerk, later a housewife, his father was an authorized signatory, but died in 1982. He spent his childhood in Stuttgart-Weilimdorf. After graduating from high school in 1989 at the Solitude-Gymnasium Stuttgart-Weilimdorf, Kaufmann did his community service in the Wurttemberg Diaconal Work . He then completed a law degree in Tübingen with a semester abroad in Leiden . He then worked as a research assistant with George Turner at the University of Hohenheim. He was a scholarship holder of the Konrad-Adenauer-Stiftung and received his PhD in 2001 from the constitutional lawyer Thomas Oppermann at the Eberhard-Karls-Universität Tübingen. jur. PhD . After his legal traineeship and passing the second state examination in November 2002, he established himself as a lawyer . Since September 2007 he has been working for the law firm Blaich & Partner. He continues to do this part-time job after taking up his Bundestag mandate in 2009. Kaufmann is an honorary member of the Legal Honor Society Phi Delta Phi .

Kaufmann is Roman Catholic and has been a partner with Rolf Pfander since December 2013 . On May 2, 2015, the couple was blessed in an old Catholic ceremony in the Schlosskirche in Stuttgart . With his sexual identity , he campaigned in individual Stuttgart hot spots and on the local Christopher Street Day .

Political career

Stefan Kaufmann initially began his political activities outside the Stuttgart CDU. In 1992 he founded the association "Forum for University and Educational Policy Tübingen eV" in Tübingen. This association has set itself the task of developing an overall educational policy concept that primarily starts at the interfaces between the individual educational stations. As part of his activities in this regard, Kaufmann received, among other things, the 1st prize in the "Aktion Genius" of the Baden-Württemberg Ministry of Science, which was advertised by the then Minister for Science, Research and Art of the State of Baden-Württemberg Klaus von Trotha .

From 1995 to 1998 Stefan Kaufmann worked as assistant to Doris Pack (CDU), the EPP parliamentary group's spokesperson for education policy , and later also as assistant and speechwriter for MEP Renate Heinisch (CDU).

In 1999, Kaufmann joined the CDU. Between March 2001 and October 2009 he was parliamentary group spokesman for the CDU parliamentary group in the Stuttgart- Sillenbuch district advisory board, and from April 2003 to October 2010 he was chairman of the CDU district group Sillenbuch, Heumaden , Riedenberg .

In November 2005, the CDU Stuttgart elected him as a second candidate in the Stuttgart I state electoral district . In November 2006, Stefan Kaufmann was elected to the CDU district executive.

In July 2008, it nominated the CDU Bundestag Stuttgart for candidates for the Stuttgart I . The constituency was previously represented by Jo Krummacher , who died in February 2008. In October 2008, Kaufmann was elected deputy district chairman of the CDU Stuttgart. In August 2010 he was confirmed in this office.

2009 won clerk at the federal elections before the national chairman of the Green Cem Ozdemir , the direct mandate in constituency Stuttgart I and was a member of the German Bundestag .

In his election campaign, Kaufmann was not only looking for the middle class.

On May 20, 2011, Stefan Kaufmann was elected to succeed the resigned district chairman Michael Föll . In the first ballot he was able to prevail with 175 votes against the then Stuttgart Mayor of Culture Susanne Eisenmann with 130 votes and Karl-Christian Hausmann from the Evangelical Working Group with 21 votes.

In 2012 Kaufmann was chairman of the Bürger-OB - Sebastian Turner association for Stuttgart , which campaigned politically and financially for Sebastian Turner to be elected mayor of the city of Stuttgart.

In August 2012, he signed an appeal by 13 CDU members of the Bundestag calling for equal opportunities for civil partnerships in terms of income tax .

In the general election in 2013 and the general election in 2017 , he was the direct mandate against Cem Özdemir and Ute Vogt defend.

At the end of June 2017, Kaufmann advocated same-sex marriage in the Bundestag.

Kaufmann has been the federal government's green hydrogen innovation officer since June 2020 . This office is part of the Federal Ministry of Education and Research .

Committee work

Stefan Kaufmann has been chairman of the CDU / CSU parliamentary group in the committee for education, research and technology assessment since 2014 . He is also a deputy member of the budget committee .

In the Committee for Education, Research and Technology Assessment , the focus of his work is the high-tech strategy and the innovation policy of the federal government. He also takes care of student finance. This includes in particular the Federal Training Assistance Act ( BAföG ) as well as the national scholarship program (Germany scholarship). He is also the rapporteur for the internationalization strategy as well as for European educational and research cooperation - and thus for almost all EU projects with which the Bundestag has been more concerned since the Treaty of Lisbon. These are, for example, the further development of the European Research Area, the support of the Horizon 2020 research program or the construction of a European nuclear fusion reactor in southern France.

Since September 2018, Kaufmann has been chairman of the study commission "Vocational training in the digital world of work".

Memberships and volunteer work

Kaufmann is a member of the European Union parliamentary group of the German Bundestag . In addition, Kaufmann is co-chairman of the state commission media and media policy of the CDU Baden-Württemberg and chairman of the expert group on economics of the CDU Stuttgart. Kaufmann is also a member of the Board of Trustees of the Federal Magnus Hirschfeld Foundation , the Board of Trustees of the German Student Union, the Board of Trustees of the Theodor Heuss Foundation , the Board of Trustees of the Max Planck Institute for Solid State Research Stuttgart and the Board of Trustees of the Max Planck Institute for Intelligent Systems . He is a member of the parliamentary advisory board of the Federal Association of German Foundations . Kaufmann has been chairman of the Friends of the Stuttgart Oratorio Choir since 2005, and chairman of the board of trustees of the Stuttgart Baroque Orchestra Il Gusto Barocco since 2013 . As a member of the advisory board of Youth Against AIDS , Stefan Kaufmann supports an initiative initiated and led by young people, which carries out educational and prevention work at eye level. Kaufmann has been a Senator of the Helmholtz Association and a member of the Baden-Württemberg State Board of Trustees of the International Federation (IB) since 2018, independent sponsor of youth, social and educational work.
