Heavily armed criminals storm the Tagesschau studio in Hamburg in front of the camera and take several hostages. They pretend to be Chechen Islamist rebels and demand the surrender of Firat Astan. A crisis team is being formed in the State Criminal Police Office under the direction of Interior Senator Constantin Revenbrook. Astan, on the run after the murder of Tschiller's wife, is tracked down and arrested by Tschiller. Crisis team leader Revenbrook insists that Astan be handed over to the hostage-takers under all circumstances and that the hostage-taking should not be ended by access by the mobile task force. Tschiller agrees to bring Astan to the requested transfer point, but goes into hiding with it.

Tschiller's colleagues Gümer and Kallwey find out that there are connections between Revenbrook and the hostage-takers, who are not Chechens but members of the Russian mafia . Astan leads Tschiller to his “savings book”, which is contractual documents with which Revenbrook Astan's criminal cartel transferred shares in the privatized port of Hamburg . The hostage-takers are not concerned directly with Astan, but with these contractual documents, namely that Astan does not torpedo the sale of the port to a Russian consortium. Astan mentions that there is a video showing Revenbrook with an underage forced prostitute. The LKA officer Kallwey confronts the Interior Senator that the LKA has this incriminating video and calls on him to resign. Revenbrook then commits suicide. A little later, Astan reveals that there is no such video.

After Revenbrook's death, the hostage-takers end their hostage-taking, the MEK can bring all hostages unharmed to safety. Astan tries to escape, but is arrested again by Tschiller. He refrains from killing Astan, although Astan provokes him. He duly hands the arrested Astan over to his superiors and threatens him to be extradited to the Turkish judiciary.
