Theodor Kramer (District Administrator)

Theodor Kramer (* 1876 in Düsseldorf ; † June 12, 1921 in Stolp , Pomerania ) was a German administrative lawyer in Prussia.

Life

Kramer attended the Philippinum Weilburg grammar school . After graduating from high school, he studied law at the Albert-Ludwigs-Universität Freiburg . In 1898 he was in the Corps Hasso Borussia recipiert . Wilhelm von Kuhlmann was active with him . After three semesters inactivated , he moved to the Friedrich-Wilhelms University in Berlin and the Rheinische Friedrich-Wilhelms-University of Bonn . In 1902 he passed the trainee examination in Cologne and in 1907 the assessor examination at the Court of Appeal . He joined the internal administration of Prussia and initially came to the difficult district of Sonderburg in northern Schleswig as a government assessor and assistant to the district administrator . After a few years he was transferred to the large Pomeranian district of Stolp , from April 1910 to November 1912. Unserved because of a broken leg, he was with the government in Merseburg at the beginning of the First World War . On July 1, 1915, he was appointed provisional , and on January 24, 1916, he was finally appointed district administrator in the Stallupönen district . He was the second of five corps students in that office. With tireless energy and great care, he led the reconstruction of the towns and villages destroyed by the Russians. When Wilhelm II inspected the damage in the province, he awarded Kramer the Iron Cross with a white ribbon .

After the November Revolution, the state government of the Free State of Prussia appointed him provisionally on May 10, 1919 and finally on February 1, 1920 as district administrator in the Stolp district . The separation from Stallupönen was difficult for him. Remaining unmarried, he died of a stroke on the 45th foundation day of his corps of the same age. He left behind his very old mother, his siblings and his many friends.

Adored by the entire population of the district and the large civil service subordinate to him, loved by the many friends he had in all classes, District Administrator Kramer has dedicated his skills, based on rich experience, to the district in an exemplary manner with never-failing enthusiasm for work. His own cheerfulness never gave him upset, and we complain that he was not allowed to carry out his far-sighted plans for the economic development and for the welfare institutions of the district. "
