Others

At the beginning of November 2002, the Süddeutsche Zeitung and the Abendzeitung reported that auditors had found out during a routine examination that the CSU district association Bogenhausen was missing notices for donation receipts from the 1990s .

As chairman of the district association, Thomas Zimmermann acknowledged donations without the amounts being posted later. After he had already come under fire in February 2002 for not being reported to the state parliament as a lobbyist for the medical company Nova Med , the party’s fear of a donation affair grew.

The CSU party presidium instructed the district association to postpone the nomination of the Landtag candidate Zimmermann and CSU general secretary Thomas Goppel called on the district association to "consider the issues discussed in public now politically and with regard to the reputation of the CSU" .

Bundestag President Wolfgang Thierse requested an audit report from the CSU because of a possible violation of the party financing law . In January 2003, however, the Bundestag administration only complained that the obligation to keep donation documents set out in the Political Parties Act was not complied with.

Nevertheless, the CSU leadership feared that the direct mandate could be lost because of the affair with the SPD applicant Hans-Ulrich Pfaffmann .
Therefore, several opposing candidates were under discussion, but only Munich city councilor Hans Wolfswinkler stood for election. Against the concerns of the CSU leadership, Zimmermann was nominated as a candidate for the state parliament in March 2003 with a two-thirds majority of the delegates.

On September 13, 1998 Thomas Zimmermann was elected to the Bavarian State Parliament with 49.6% of the first votes (1994: 44.7%), on September 21, 2003 with 45.2% and on September 28, 2008 with 31.0% .
