The center for intelligence training ( ZNAF ) is a joint training device the two largest message services of the Federal , Federal Intelligence Agency (BND) and Federal Office for the Protection of the Constitution (BFV). The ZNAF also houses the intelligence services department of the Federal University for Public Administration .

The center serves the, more integrated, basic and advanced training of BND and BfV employees in the intelligence field. The main task of the ZNAF is to carry out the joint preparatory service (career training) for the non-technical administrative service , which is designed as a two-year training ( career group of the middle service ) or as a three-year study ( senior service ). The candidates are civil servants in a civil service relationship with revocable civil servants and use the title government inspector or government secretary candidate .

Parts of the Master’s degree in “ Intelligence and Security Studies ” also take place at the ZNAF for students from BND, BfV, the Military Intelligence and Military Counterintelligence Service (MAD) of the Bundeswehr and the state authorities for the protection of the constitution . The MISS course is set up as a joint intelligence and security-related university education at the Intelligence Services Department of the Federal University of Public Administration (HS Bund) and at the University of the Federal Armed Forces Munich (UniBw M).

The ZNAF should contribute to the interlinking of theory and practice, to the further conceptual development as well as to the development of a German "intelligence community" and a common "intelligence service culture" in Germany.

Training content

The training content includes the procurement and evaluation of information on current foreign and security policy issues as well as extremist efforts, the use of intelligence services such as managing sources and observing target persons as well as the legal and ethical framework conditions of intelligence work. During the career training , practical experience is gathered in several internships , also in the other intelligence service. In intelligence psychology and in conversational situations, conversation techniques and the recognition of lies, motivation and reliability of a counterpart are trained. For the course participants of the BND the focus is also on language training, for those of the BfV on political extremism and counter-espionage . The course at the intelligence services department of the Federal University for Public Administration (HS Bund), which is housed in the ZNAF, is complemented by courses at the Academy for the Protection of the Constitution in Swisttal - Heimerzheim for BfV members . The six-month basic course for candidates for the BND and BfV will continue to take place at the HS Bund. It includes the subjects of state , administrative and civil law , social sciences , economics and business administration that are not specific to the intelligence service .

Like the BND's visitor center, the ZNAF is located in the southern development of the BND headquarters in Berlin-Mitte on the corner of Chausseestrasse and Haabersaathstrasse . It has a total of 20 lecture halls for up to 85 people, numerous special lecture halls for IT training, language training or special tasks, video studios and laboratories and more than 200 specially secured IT workplaces. There are 110 service accommodations for the accommodation of course participants. The ZNAF has a capacity of 700 students.

history

The initiative to found a joint training facility for the intelligence services came from the trust committee of the German Bundestag in 2007 in order to save costs. The BND training and later studies took place in Haar near Munich for 29 years until the beginning of 2019 . The regulations (study plan, diploma thesis, internship and examination regulations ) required for joint studies by the intelligence services at the ZNAF were drawn up in 2010 and fundamentally updated until the opening.

The training center went into operation in 2018. On October 1, 2018, the first career course in the joint study of the BfV and BND started in the senior service. The career courses for the senior service of the BfV, which were still discontinued according to the old career law, will be continued until March 2021 at the main location of the Federal University for Public Administration (HS Bund) in Brühl . The basic studies will continue to take place in Brühl. The career courses for the senior service of the BND, which have not yet been completed, will complete their main studies according to the old career law at the ZNAF from January 2019.

The ZNAF was inaugurated on November 12, 2019. The Presidents of the BND and BfV, Bruno Kahl and Thomas Haldenwang , the State Secretaries in the Federal Chancellery and the Federal Ministry of the Interior, for Building and Home Affairs , Johannes Geismann (also the Federal Intelligence Officer ) and Hans-Georg Engelke were present , and the chairman of the Parliamentary Control Committee (PKGr), Armin Schuster ( CDU ).

Albert Blankenburg is the first director of the ZNAF. Tânia Puschnerat is also part of the management .
