DLA Piper is one of the largest law firms in the world and it is the only firm with more than 1,500 lawyers on each side of the Atlantic. DLA Piper is a legal services organization whose members and affiliates are separate and distinct legal entities.
Richard Joel "Rick" Noriega (born January 8, 1958) is a member of the Texas House of Representatives from District 145 in eastern Houston, first elected in 1998. He is also the Democratic nominee for the Texas United States Senate election, 2008 against the one-term Republican incumbent John Cornyn. Noriega is married to Melissa Noriega, a member of the Houston City Council, a nominally nonpartisan position. The couple has two sons.

Together, the organization boasts more than 3,700 lawyers in 25 countries and 65 offices throughout the world. DLA Piper was formed as a result of the 2005 merger of San Diego-based Gray Cary Ware & Freidenrich LLP, UK-based DLA LLP (previously Dibb Lupton Alsop 1996-2000), and Piper Rudnick LLP (itself a 1999 merger of Baltimore-based Piper & Marbury and Chicago-based Rudnick & Wolfe). In 2007, the firm had more than $2.1 billion in revenue, making it one of the highest grossing law firms in the world.

The firm is managed globally by three joint chief executive officers: Nigel Knowles, Frank Burch, and Lee Miller. The three were previously the managing partners of legacy firms (DLA, Piper & Marbury, and Rudnick & Wolfe, respectively). The Chairman of the firm's Global Board is former U.S. Democratic Senator George Mitchell, who chaired the peace negotiations which led to the 1998 Belfast Peace Agreement and for which he won various awards including the Presidential Medal of Freedom and the UN (UNESCO) Peace Prize. Senator Mitchell is currently well known for the 2006-2007 assignment investigating steroid use in Major League Baseball, which culminated in the so-called "Mitchell Report".
On his return from Afghanistan, Mayor Bill White requested that Noriega command the evacuee shelter operation at the George Brown Convention Center in Houston, where he oversaw thousands of Hurricane Katrina evacuees.

For the 2008 Presidential primaries, DLA Piper's largest contribution is $10,000 to Hillary Clinton; by contrast, there were no contributions to her main competitors, Barack Obama and John Edwards. ==Issues==
Economy
Noriega has proposed a comprehensive plan to help struggling families keep their homes during the 2008 economic downturn, focusing on revamping bankruptcy law, increased funding of counseling for struggling homeowners, and a tax credit of $2000 for homeowners who refinance into a fixed-rate loan. He also proposes funding to allow homeowners to refinance into FHA (Federal Housing Administration) backed loans, which generally provide lower rates of interest than private commercial loans.
Domestic security and immigration
Noriega served the National Guard as commander of the Laredo sector during Operation Jump Start, which deployed approximately 18,000 Guardsmen to the US/Mexico border in 2006 to provide increased border security until an improved immigration reform package could be approved on Capitol Hill. Noriega has focused on curtailing human trafficking and drug smuggling at the border, and is calling for more advanced surveillance technology to be deployed at the border as well as for more Guardsmen to be deployed there. Noriega opposes the use of a border fence to curb illegal immigration and trafficking.

Noriega also authored HB 2546, a bill passed by the Texas legislature that restricts the sale of ammonium nitrate in order to prevent its use in criminal or terrorist activity such as the Oklahoma City bombing.
