The 1st league in 1995 was the fourth season of the second highest Russian league in football. It began on April 1, 1995 and ended on October 28, 1995.

The 22 teams played against each other twice, divided into a first half and a second half. So each team played 42 games. For the first time, the three-point rule was played. Due to the increase in the top division to 18 teams for the following season, the three best teams were allowed to move up, while only one team was relegated from the top division. The last four clubs were relegated to the third class 2nd division .
