The Perwenstwo FNL 2019/20 was the 28th season of the second highest Russian league in football . The season started on July 7, 2019 and should end on May 16, 2020. Due to the COVID-19 pandemic , the last games were played on March 15th.

The 20 teams were supposed to play against each other twice on 38 match days, divided into a first and a second half. The two best clubs should be promoted directly to the Premjer-Liga 2020/21 , while the third and fourth should play in the relegation for promotion. The last five teams should be relegated.
Anzhi Makhachkala was relegated to the Perwenstwo PFL Zone South due to refusal of license from the Premjer League. Four zone winners were promoted from the Perwenstwo PFL. Irtysh Omsk from the East Zone was first after the point deduction of Sakhalin Yuzhno-Sakhalinsk , but was not allowed to rise due to a refused license. Thanks to the two additional free places, the teams who had been relegated to the sport on places 16 and 17 of the previous season, Baltika Kaliningrad and FK Fakel Voronezh , remained in the league.
On March 17, 2020, the season was suspended due to the COVID-19 pandemic in Russia . On May 15, 2020, it was decided to cancel the league. Rotor Volgograd and FK Chimki , the two clubs in the first two places, were allowed to move up. Relegation to the Premjer League was suspended, as was relegation to the third division.
For economic reasons, there were still several relegations. On April 1, 2020 it was announced that FK Luch Vladivostok is withdrawing to the fourth-rate Russian amateur football league for the 2020/21 season , as the Primorye region is discontinuing funding for professional sports in the region. On April 15, 2020, FK Armawir announced its withdrawal for financial reasons. Awangard Kursk followed on May 17, 2020, and due to a lack of financial resources, he also started the third division. In addition, the bottom of the table Mordowija Saransk was denied the license for the following season due to excessive indebtedness.
