The 1st league in 1994 was the third season of the second highest Russian league in football. It started on April 3, 1994 and ended on November 6, 1994.

After the reform, the first division was run on a single track from this season. 22 teams competed: the best eight teams from last year's group west, from the group middle the teams from second to seventh and the second to fifth of the east group. There were also four relegated teams from the top division . There were no promoters this year.

The clubs competed against each other twice in a round trip. So each team played 42 games. The best two teams rose to the upper league in 1995 , the last five were relegated.
