The Perwenstwo FNL 2012/13 was the 21st season of the second highest Russian league in football. It started on July 9, 2012 and ended on May 25, 2013.

The 17 teams played against each other twice, divided into a first and a second half. Each team played 32 games. The two best clubs rose directly to the Premjer League 2013/14 , while the third and fourth were promoted through relegation. The last two teams were relegated to the Perwenstwo PFL.

Before the season

The 9th of the last season ( Kamas Nabereschnyje Tschelny ) had withdrawn on June 7, 2012 due to a lack of financial means from the Pervenstvo FNL and played in the PFL this year.

Last year's third party ( FK Nizhny Novgorod ) was withdrawn from his professional license on June 20, 2012 due to enormous debts and a lack of security.

The fifth ( Dynamo Bryansk ) from last season was denied the license for the Pervenstvo FNL due to financial irregularities.

The twelfth of the last season ( Torpedo Wladimir ) filed for bankruptcy on July 5, 2012 and then played for the amateurs.

Shemchushina Sochi stopped playing last season.

The five zone winners of the 2nd division were promoted to the Perwenstwo FNL. For the dissolved or withdrawn clubs, there was only one club, FK Ufa, that met the requirements of the Perwenstwo FNL. Therefore, this season was carried out with 17 teams.

    Relegation

    The third and fourth of the championship round played on May 30 and June 3, 2013 against the 13th and 14th respectively of the Premjer-Liga for two starting places for the following Premjer-Liga season.
