The 1st Division 2004 was the 13th season of the second highest Russian league in football. It started on March 28, 2004 and ended on November 6, 2004.

The 22 teams played against each other twice, divided into a first half and a second half. So each team played 42 games. The two best clubs rose to the Premjer League in 2005 , while the last five were relegated to the third-class 2nd division .

Before the season

After Dinamo Saint Petersburg had to relegate after the last season due to debts, the league place was assigned to the winner of the center zone Dynamo Bryansk. As a result, the second of the zone middle FK Orjol moved up and rose with the other four zone winners.
