The relations between Portugal and the United Arab Emirates describe the intergovernmental relations between Portugal and the United Arab Emirates . The countries have had direct diplomatic relations since 1976.

In addition to Portugal's historical presence in today's Emirates in the 16th and 17th centuries, bilateral trade is currently shaping the relationship. In 2015, 901 Portuguese companies were operating in the United Arab Emirates. The two countries are partners in several international organizations, including the various UN organizations and the International Monetary Fund (IMF).

In 2014, 2,723 Portuguese citizens were consularly registered in the United Arab Emirates, while in 2015 there were five United Arab Emirates registered in Portugal.

Until 1971

The first official contact is the meeting of the Portuguese explorer Vasco da Gama , who in 1498 on his trip to India in Julfar in what is now the Emirate of Ra's al-Khaima met the experienced sailor Ahmed bin Majid and consulted with him.

The Portuguese admiral Afonso de Albuquerque built up a trading network in the Persian Gulf and the Gulf of Oman from 1507 . The central hub was the Persian island of Hormuz , from which the bases were controlled and administered.

The places and factories that Albuquerque subjugated or rebuilt also included some localities in what is now the United Emirates. The most important possessions included Kalba , Khor Fakkan , Dibba with the Forte de Doba and the Portuguese fortress in front of the city of Fujairah .

Portugal, now ruled by Spain in personal union, experienced a decline of its colonial empire, especially from the beginning of the 17th century, and found it increasingly difficult to repel attacks, especially against the aspiring British who were in conflict with Spain. The Portuguese and English met for the first time militarily from the naval battle at Dschask in December 1620 / January 1621, and on May 12, 1622 the Portuguese finally had to give up the island of Hormuz. From then on, Muscat became the center of the Portuguese presence in the region.

Portuguese trade in the region's own factories continued to flourish for the time being, but in 1648, after a siege of Muscat, the Portuguese were forced to abandon and demolish the fortresses of Dibba ( Doba ), Qurayyat ( Curiate ) and Matrah ( Matara ) until the Omanis In 1650, Muscat was finally captured. This sealed the end of the Portuguese presence in what is now the United Arab Emirates.

The region remained under British influence until the 1950s, when increasingly American aspirations ousted the British.

The United Arab Emirates gained independence from Great Britain on December 2, 1971. The seven united emirates then built their state structures and began diplomatic relations with other states. In 1974 the Estado Novo regime in Portugal ended with the Carnation Revolution . The country gave its colonies independence and realigned its international relations. During this phase, the two states agreed diplomatic relations in 1976.

The Embassy of the United Arab Emirates in Lisbon was opened on April 1, 2011 in the presence of the Foreign Minister of the Emirates, Sheikh Abdullah bin Zayid Al Nahyan and his Portuguese counterpart Luís Amado .

Portugal opened its embassy in the Emirates in 2011, in the capital district of Dubai Marina . In the same year the Portuguese Prime Minister José Sócrates made a state visit with eight ministers and numerous representatives of the Portuguese economy.

Portugal maintains an embassy in Abu Dhabi in Villa A 42 in the Marina Office Park , Dubai Marina district. There are also no Portuguese consulates .

The embassy of the United Arab Emirates in Lisbon is located in the Mercês district on the central Praça do Príncipe Real square, house numbers 15 to 17. There are no other consulates of the Emirates in Portugal.

The Portuguese Chamber of Commerce AICEP has a contact office at the Portuguese Embassy in Abu Dhabi.

In 2016, Portugal exported goods and services worth 268.5 million euros to the United Arab Emirates ( 2015 : 266.9 million; 2014 : 173.8 million; 2013 : 158.2 million; 2012 : 137 , 6 million). The most important product groups were machines and devices (especially telecommunication devices), 7.1% minerals and ores, 6.8% wood and cork, 6.2% food and 6.1% plastics.

During the same period, the Emirates delivered goods and services worth 115.6 million euros to Portugal ( 2015 : 111.2 million; 2014 : 121.5 million; 2013 : 126.2 million; 2012 : 57.0 Million). With a share of 64.3% plastics (especially polyethylene and polypropylene ), 11.6% textiles, 8.0% machines and devices, 4.8% metal goods and 4.0% chemical-pharmaceutical products, the most important goods groups were .

This put the United Arab Emirates in 32nd place among buyers and 85th among suppliers in Portuguese foreign trade in goods, while Portugal was 84th among buyers and 54th in foreign trade in goods in 2015 stood among the suppliers.

The bilateral balance of services for 2016 shows revenues of EUR 106.1 million for Portugal and EUR 98.2 million for the Emirates ( 2015 : EUR 98.7 million and 90.7 million; 2014 : EUR 69.9 million and 105, 5 million; 2013 : 57.8 million and 84.4 million; 2012 : 42.5 million and 37.5 million).
Part of the Portuguese income is the growing expenditure of tourists from the Emirates in Portugal. In 2016, they spent 26.8 million euros on overnight stays ( 2015 : 26.8 million; 2014 : 15.4 million; 2013 : 10.1 million; 2012 : 6.0 million) and stood thus for 0.21% of Portuguese tourism .
