The constituency was newly formed after German reunification for the 1990 Bundestag election under the name Cottbus - Guben - Forst and given the constituency number 280. The constituency area originally consisted of the former districts of Guben , Forst and Cottbus and the city of Cottbus .

The territorial reform carried out according to the law on the reorganization of the districts and independent cities in the state of Brandenburg of December 24, 1992 was reflected in the division of the Bundestag constituencies only in their fundamental reorganization before the Bundestag election in 2002. Since then, the area of ​​the former Spremberg district , the was previously part of the Senftenberg - Calau - Spremberg constituency, to the constituency area. Since then, the constituency has also been called Cottbus - Spree-Neisse .

In 2005 it had the constituency number 64, in 2009 the number 65 and since 2013 the number 64 again.
