The Democratic Party of Moldova ( PDM ) is a center - left party in the Republic of Moldova . The PDM, founded in 1997, is an associated member of the Social Democratic Party of Europe (SPE) and a full member of the Socialist International .

According to the statutes, the Democratic Party supports the Republic of Moldova as an "independent, sovereign and democratic state under the rule of law that is integrated into the family of European democracies".

history

The Democratic Party of Moldova was founded on February 8, 1997 with the title Movement for a Democratic and Prosperous Moldova . On October 17, 1998, Congress elected the party organs and adopted the statutes and the political program based on the principles of social democracy. In the parliamentary elections in March 1998, the electoral block created on the basis of the movement - “For a democratic and prosperous Moldova” - received 18.64% of the vote, or 24 out of 101 seats in parliament, which made it possible for it to participate in the government in the “Alliance for Democracy and Reform ”(ADR) made possible. Dumitru Diacov, the chairman of the formation, was elected spokesman for the legislature. From 1997 to summer 2009 Diacov was party chairman and from 1997 to 2001 also chairman of parliament. In 1999 the representative of the "Movement for a Democratic and Prosperous Moldova" Ion Sturza was appointed head of the country's government.

At the Congress on April 15, 2000, the Movement for a Democratic and Prosperous Moldova was renamed the Democratic Party of Moldova. In the 2001 parliamentary elections, the party received 79,757 votes (5.02%) but failed to break the 6% threshold. In local elections on May 25, 2003, however, PDM achieved around 8.3% in rural areas.

The party congress on November 22, 2003 introduced new tasks to party work. One of the most important documents adopted at the Congress was a new version of the political program in which the party declares the immutable nature of its political goals and principles. At the congress the Democratic Party announced its intention to become a member of the Socialist International and passed a resolution on relations between the Democratic Party of Moldova and the trade union movement. The Democratic Party of Moldova, the Alliance “Our Moldova” and the Social Liberal Party (SLP) created the bloc “Democratic Moldova” (BDM) in order to meet the electorate's expectations of the consolidation of reformist and democratic forces.

After the parliamentary elections on March 6, 2005, the PDM got eight seats in parliament and was thus the only party that returned to parliament after the 2001 elections that were lost. After the group of MPs of the SLP joined the parliamentary group of the PDM in October 2007, the number of democratic MPs increased to 11, and the PDM became the third political force.

After the merger of the Democratic Party with the Social Liberal Party, which took place at the Congress on February 10, 2008, Dumitru Diacov was re- elected as party leader. The former leader of the SLP Oleg Serebrian was elected as the first deputy chairman . The PDM anthem became Beethoven's ode to joy , which symbolizes the pro-European direction and affiliation with the European federalist trend. On July 19, 2009, the Extraordinary Congress of the PDM elected Marian Lupu as chairman of the party.

In the parliamentary elections on April 5, 2009, the Democratic Party received just 2.97% of the vote and stayed outside parliament.

After the parliamentary elections on July 29, 2009, the Democratic Party won 13 seats and soon became one of the four members of the Alliance for European Integration (AEI), which had a majority in Moldova's parliament. Marian Lupu, PDM Chairman, was the AEI candidate for President of Moldova in the November 10th and December 7th, 2009 elections but did not get the required number of votes.

In the early parliamentary elections on November 28, 2010, the PDM received 15 seats in parliament and was thus one of the three members of the AIE-2.

In May 2013, the PDM (15 members) formed a new ruling alliance - the Pro-European Coalition - together with the Liberal Democratic Party of the Republic of Moldova (LPDM) (31 members) and the Liberal Reform Party (7 members).

In the parliamentary elections on November 30, 2014, the PDM received 15.80% of the vote and won 19 seats in parliament. After the elections, the PDM and the LPDM (23 seats) formed a minority government - the political alliance “For a European Moldova”.

Since 2009 the Democratic Party has been a full member of the Socialist International. From 2010 to 2015 she was granted observer member status of the Party of European Socialists and in June 2015 PDM became an associate member of the Party of European Socialists.

On January 14, 2016, Pavel Filip, nominated by the PDM and supported by the new parliamentary majority, became a candidate for the office of Prime Minister.

The government formed by Pavel Filip was elected with the votes of 57 MPs: 20 - PDM faction, 13 - LP, 14 - former communist MPs, 8 - LPDM and 2 ex-LPDM MPs.

The VIII Congress was convened after the meeting of the Political Council of the Democratic Party on December 10, 2016, at which the party leader Marian Lupu announced his resignation.

The main task of the 8th Congress was the election of new party organs, the adoption of changes in the party statutes and the definition of new tasks for the modernization of the party. The businessman Vladimir Plahotniuc was unanimously elected party chairman at the congress. He wanted to focus on modernizing civic education so that the party represented the interests of the citizens instead of geopolitical interests. The delegates of the Congress elected Pavel Filip as the first deputy PDM chairman, voted for the list of the new National Political Council and approved a new version of the party statutes.

According to the organizers, around 1,000 delegates from all regions of the country and guests from abroad attended the congress.

On March 10, 2017, 14 former communist MPs who formed the social democratic platform “For Moldova” with the PDM joined the parliamentary group of the Democratic Party of Moldova. The leader of the parliamentary faction of the Democrat Marian Lupu said at a briefing that the decision of the 14 MPs was a step that would lead to the consolidation of the parliamentary majority faction. The PDM became the largest group in parliament.

The PDM doctrine is based on the principles of social democracy. Its main values ​​are: equality, so that all people can realize their potential under fair conditions; Solidarity so that all people receive everything they need for a decent life and freedom, so that everyone can build their own personal life project.

Organization and members of the PDM

The PDM National Political Council is the party's governing body between congresses. A meeting of the National Political Council is convened no less than twice a year by the chairman of the PDM or at the request of at least one third of the members of the National Political Council. The National Political Council of the PDM is elected by the Congress for a term of four years, the number of which is determined by the decision of the PDM Congress. The political council is a representative of members from all regions of the country, which guarantees respect for and compliance with the powers of the PDM members.

The Executive Council of the Democratic Party is the executive and governing body of the Democratic Party, which coordinates its activities between meetings of the National Political Council. It is elected for a period of four years with 31 members. The permanent office is an operational analytical body of the PDM between the meetings of the Executive Council and the National Political Council and meets weekly or at the request of the PDM Chairs. The permanent office of the PDM unites the chairman, the first vice-chairman, the honorary chairman, the vice-presidents and the general secretary of the PDM. This body is empowered by the party members to analyze and make decisions about the daily political PDM activities, taking into account the unanimous desire of party members: The Democratic Party is to improve the standard of living of many people in modern and united Moldova.

The structure of the PDM includes the women's organization, the democratic youth, the organization of the elderly “treasure of the nation” and the local voters. The women's organization is the strongest, most active and most representative women's party organization in Moldova.

The PDM aims to achieve the following political goals in line with its core values ​​and requirements for sustainable and long-term development of the Republic of Moldova:

  1. Strengthening the constitutional order of the country, respect for political, economic and social human rights in accordance with the Universal Declaration of Human Rights, the European Convention on Human Rights and other acts of international law;
  2. Establishment and recognition of the civil nation in the Republic of Moldova in accordance with the principle “We are all citizens of Moldova as citizens of the Republic of Moldova”, while respecting the right of every citizen to ethnic identity.
  3. The peaceful completion of the territorial reintegration processes of the Republic of Moldova through the political decisions;
  4. To give the state an active social role which, through strong institutions, becomes the power of equilibrium in society. The state should ensure that the common good is guaranteed, goals of common interest are achieved, and justice and solidarity are promoted in society. The signs of strong public institutions are good governance, law and transparency;
  5. Reform and modernization of local and central public administration, whose activities must be related to the interests of the country and in the service of the citizens;
  6. The implementation in the Republic of Moldova of the concept of a strong social state, which plays a key role in the protection against social risks, in the economic and social well-being of its citizens with particular attention to education, research, innovation, culture and respect for national values;
  7. Guaranteeing the right of citizens to work and the right to shape their future in terms of economic and social security. In this context, the Democratic Party believes that the state must invest in citizens and contribute to the creation of well-paid jobs and continuous education of citizens;
  8. Creation of an appropriate redistribution system for the revenue from the state, the aim of which should be decent living conditions for people who cannot work (children, the elderly, the disabled, and so on). There is a need to develop and use society's resources to ensure equal rights for every person and to allow them to create their own destiny, reduce economic disparities, fight poverty and ensure social justice;
  9. Developing the optimal combination of social protection programs for disadvantaged groups, which play an important role in the development and implementation of social inclusion and employment policies for people with disabilities;
  10. Creating effective public health and education systems that are accessible to every citizen, regardless of financial resources;
  11. Diversification and development of modern training and self-affirmation programs for youth along with policies based on the concept of "active aging";
  12. Guaranteeing the right to private property and free and fair competition based on the market economy, human dignity and security. Private property is an economic expression of the free initiative of a citizen and an essential factor of macroeconomic progress, of individual and general well-being;
  13. Strengthening representative democracy in order to raise the prestige of the institutions and give citizens the right to express their opinions freely and to participate in decision-making processes;
  14. Respect for fundamental human rights and freedoms, the right to cultural, linguistic, religious and ethnic identity of the citizens of Moldova. We aim to fight and condemn extremism of any kind, racism, chauvinism, ethnic or territorial separatism;
  15. Ensuring equal opportunities for men and women, recognizing the role of women in the family and in Moldovan society, supporting and promoting gender equality in the decision-making structures of the party and the state;
  16. Developing a fair tax system that ensures security and helps reduce social tensions and promote economic development;
  17. Implementation of economic policies aimed at sustainable and uniform economic growth across the country based on innovation, productivity and competitiveness; Creating the conditions for the generation of budget revenues at all levels sufficient to ensure the implementation of social policies and the well-being of the population;
  18. Developing a competitive mixed economy that combines a dynamic private system, an effective public sector and a high quality and affordable system of public services to citizens. Combining the efforts of these sectors, including through the application of the public-private partnership concept;
  19. Introduction of the principle of sustainable development, which also corresponds to current needs. Preservation of the environment threatened by human activities, risks of climate change and the loss of biodiversity. The state must respond to the current needs of society in such a way that the future of the new generations is not impaired;
  20. Strengthening the constitutional status of permanent neutrality;
  21. Promotion of a balanced foreign policy that safeguards the image and interests of the Republic of Moldova in the regional and global context through integration into the European Union and the development of cooperation with the CIS countries.

International affiliation

The Democratic Party of Moldova is an advisory member of the Socialist International (since July 1, 2008) and works with the Social Democratic Party of Europe and with the parties of the social democratic and social liberal orientations of other countries.

In June 2018, the Democratic Party of Moldova was formally admitted to the Socialist Group of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe .
