Bo and Luke go to Atlanta to have the drill samples examined and visit their old friend Katie at the same time. The investigation shows that it is coal. They then learn his plan from Hogg when they are in prison. He wants to build a coal mine on Uncle Jesse's farm. He can only do this if he files a motion in court and none of the citizens of Hazzard County votes against it. But since all citizens are at the annual rally, nobody can refuse the application.
