Franz-Josef Kemper (born on the 30th September 1945 in Hopsten , Kreis Steinfurt ) is a former German track and field athlete , Olympian and functionary . He had his greatest successes as an 800-meter runner in the 1960s and 1970s.

Kemper is married to the former athlete Sylvia Schenk .

Athletic career

During his time as an active athlete (1964–1973), Kemper was five times German champion over 800 meters (1965, 1966, 1967, 1970 and 1971). In total, he won eleven other titles at German championships in the hall, in the relay and in cross-country running . Since he had great sprinting power, Kemper's special tactic was very often to stroll after the field in the first half of the race and then show off his skills. In the first few years there were always critical tones from specialist circles because Kemper behaved impetuously. But it matured over time and was able to adapt to different racing situations quickly and thoughtfully.

In 1966 he ran over 800 meters on August 7th with 1: 44.9 minutes at the German championships in Hanover, a new European record . Kemper also achieved three world records:

As early as 1964, Kemper surprised the experts when he finished second at the German championships behind the renowned Manfred Kinder (1: 48.8 min) as an unknown runner, only a tenth of a second behind. In the same year he won the Junior European Games, the forerunner event to the Junior European Championships .

In 1965 Kemper made a name for himself internationally: He won the 800 meters in a pure lane race in 1: 50.3 minutes at the first European Athletics Cup, ahead of Manfred Matuschewski , GDR , who was clearly favored at the same time .

In 1966, as a freshly baked European record holder in Budapest , Kemper became vice European champion over 800 meters behind Matuschewski, who was able to beat him with a tenth of a second advantage with the last step in 1: 45.9 minutes - third in this race: Bodo Tümmler from West- Berlin . Also in 1967 the duel between the two European top runners Kemper and Matuschewski ended at the European Cup in favor of the athlete from the GDR, who had the nose - or chest - ahead with 1: 46.9 minutes (Kemper at the same time).

In 1968, Kempers' kidney problem first made itself felt. At the Olympic Games in Mexico City , he was eliminated in one of the darkest hours of his career. This was followed by kidney damage, which was treated surgically in 1969. In 1970, Kemper reported back to the competition with great success. a. a second place at the European Cup in 1: 48.6 min behind Yevgeny Arshanov (1: 47.8 min).

In 1972, Kemper was fourth in the 800-meter run in 1: 46.50 min at the Olympic Games . Here, too, his performance was clearly impaired by the kidney problem. A kidney had to be removed that same year. In 1973 the Westphalian let his career come to an end, but at least achieved second place behind Paul-Heinz Wellmann (1: 50.15 min) at the German championships in 1: 50.26 minutes .

Kemper was initially active for the DJK Arminia Ibbenbüren , then for the SC Preußen 06 eV Münster , and later for the LG Ratio Münster . With a height of 1.79 m, he had a competition weight of 67 kg.

In 1967 Kemper was awarded the silver bay leaf .

Professional career

Kemper studied at the University of Münster ( German and sports ) and at the Technical University of Darmstadt ( sociology ). At the TH Darmstadt he obtained his doctorate in 1980. phil. Subsequently, Kemper (SPD) became a consultant for fundamental questions of sports funding and leisure policy in the Hessian Ministry of Social Affairs. After the change of government, Kemper also moved to the SPD-led Rhineland-Palatinate.

Since 2000, Kemper has been ministerial director and head of the sports and honorary department in the Ministry of the Interior and for Sports in Rhineland-Palatinate . In March 2003 he was appointed state commissioner for the 2006 World Cup by the State Council of Ministers .

Kemper has been a professor at the private accadis Hochschule Bad Homburg since the beginning of 2011 . He received the certificate of appointment of the Hessian Ministry of Science and Art from the President of the Werner Meißner University of Applied Sciences . Kemper holds lectures in the International Sports Management course.

Honorary positions
