qualification

The Netherlands qualified in Europe Group 3 only because of the better goal difference compared to the Belgians with equal points . The decisive final game on November 18, 1973 ended 0-0 between the Netherlands and Belgium. Belgium's Jan Verheyen scored an offside goal in the 89th minute, which referee Pawel Kasakow rightly refused to give. If there had been a wrong decision and the offside goal would have counted, Belgium would have qualified.
