G20 summit in Brisbane 2014

The 2014 G20 summit in Brisbane was the ninth annual meeting of the heads of state and government of the group of the twenty most important industrialized and emerging countries . The event took place November 15-16, 2014 in Brisbane , the capital of Queensland , Australia . The venue was the Brisbane Convention & Exhibition Center in South Brisbane. The meeting was accompanied by the largest police operation in Australia in peacetime.

On December 1, 2013, Brisbane became the official host city for the G20. Up to 4,000 delegates were expected at the time, plus around 2,500 media representatives. The heads of state and government of Mauritania , Myanmar , New Zealand , Senegal , Singapore and Spain were also invited to this summit .

Agenda

European leaders expressed their desire to support the recovery as the global economy recovered from the 2007-08 financial crisis . The President of the European Commission , José Manuel Barroso , and the President of the European Council , Herman Van Rompuy , stressed the importance of coordinated growth strategies and the conclusion of agreements on fundamental financial reforms and measures in the areas of taxation and the fight against corruption.

The professor of international finance at the University of New South Wales , Ross Buckley suggested that the summit would the implementation of existing strategies should emphasize instead to move towards agreement on reform.

Australian Prime Minister Tony Abbott said he did not want the agenda "cluttered" with issues that would distract from economic growth. Officials from the European Union and the United States of America are said to have been dissatisfied with this decision. Climate change was on the agenda at each of the previous summits .

Mike Callaghan, director of the G20 study center at the Lowy Institute for International Policy, stated that if the G20 meeting should produce significant results, it should focus on increasing infrastructure spending, multilateral trading systems, and combating base erosion and profit shifting . The discussion about tax avoidance was fueled by the disclosure of confidential tax treaties between more than 340 multinationals and Luxembourg (see also Luxembourg Leaks ).

Preparations

At the 2011 G20 summit in Cannes , then Australian Prime Minister Julia Gillard was asked if her country would like to host the 2014 summit. Brisbane was preferred to Sydney because the city was better equipped to handle a significant increase in air traffic and because the Sydney Convention and Exhibition Center was undergoing renovations at the time. The Legislative Assembly of Queensland passed the G20 (Safety and Security) Act 2013 on October 29, 2013 .

The event included a complex security operation. The organizers had to ensure that adequate security precautions were in place to protect visitors while minimizing disruption to downtown residents and businesses. About 6,000 police officers from Queensland, Australia and New Zealand provided security for the event, and more than 600 volunteers helped with the summit.

The roads between the CBD and Brisbane Airport have been temporarily closed. Around 1,500 security professionals, including interstate and foreign personnel, and thousands of Queensland police officers patrolled the area. Local public transport has been reduced in the central business district and the surrounding suburbs. A wing in a large Brisbane hospital was reserved exclusively for world leaders during the summit.

A secure wireless government network was required for public safety communications during the summit. Telstra set up the network in the Gold Coast and Cairns prior to the Brisbane event, and later expanded it further in southeast Queensland.

The Australian government rented 16 bomb-proof Mercedes-Benz S-Class and Mercedes-Benz S-Guard sedans for 1.8 million Australian dollars especially for the summit . However, some world leaders, including Barack Obama and Vladimir Putin , planned to bring their own vehicles.

800 people participated in a security drill that tested responses to security questions, crowd management and transportation for over 10 hours on October 6, 2014. Actors were used to portray the delegates, with a counterfeit head of state from a Boeing 737-800 operated by Qantas Airways at Brisbane International Airport in a convoy of 13 vehicles consisting of police motorcycles, police cars, limousines, delivery vans, an SUV and one Ute , who was driving from the airport to a hotel in Brisbane.

The cost of the event was estimated at around A $ 400 million.

Associated meetings

The finance ministers and central bank governors of the G20 met several times in 2014. Sydney hosted a meeting on February 21 and 23, 2014, followed by a meeting in Cairns, Queensland, in September 2014. At the September meeting, participating countries agreed to automatically exchange tax information to make tax evasion more difficult. Canberra hosted a meeting for G20 finance and central bank MPs in 2014. The Youth 20 Summit was the official G20 youth event held in Sydney in July 2014. A G20 trade ministers meeting was held in Sydney in July and the annual G20 labor and labor ministers meeting in Melbourne in September. Official-level meetings were held during the year to prepare for the ministerial meetings.

Safety measures

As of November 8, 2014, there were several restricted areas that were fenced in and guarded by the police. The freedom of movement for ordinary citizens was restricted. According to the G20 (Safety and Security) Regulation 2014 and Article 12 of the G20 (Safety and Security) Act 2013 , residents of these areas had to have a safety clearance carried out and their car had to be given a safety pass. Residents who were not given security clearance were forced to leave the area, but received accommodation costs.

The G20 legislation suspended important civil liberties: the police were given the absolute right to arrest without a warrant, in addition to the Police Powers Act of 2000 to detain people without charge, and to get the courts to not bail detainees and to conduct extensive searches of the person without an arrest warrant. The officials have had the support of increased penalties if legitimate instructions are not followed. The Peaceful Assembly Act of 1992 was suspended during the G20 meeting. The size of the posters was strictly regulated, as well as the permission to protest and the location of the protests. Legal monitors were on duty to monitor the use of police violence during this time. Heavy fines were enforceable due to the legislation. Most violations were fined between 50 and 100 units. One unit of punishment was 110 Australian dollars.

This meeting was the first time that an Argentine president could not be present; Cristina Fernández de Kirchner was ill, and so she was represented by Minister of Economic Affairs Axel Kicillof.

Questions concerning Russia

Both in Australia and elsewhere, opinions were divided as to whether Russian President Vladimir Putin should have been allowed to attend the G20 summit after Russia responded to the downing of Malaysia Airlines Flight 17 and the pro-Russian unrest in Ukraine in 2014 and the pro-Russian actions in Ukraine had reacted earlier in the year. Australia's Foreign Minister Julie Bishop reached out to other G20 countries to exclude Putin from the meeting, saying that the consultation revealed that there was not the consensus needed to exclude Putin. A poll conducted in July 2014 found that 49% of Australians believed that Putin should not be allowed to attend. In September it was confirmed that Putin would attend, with Abbott declaring that the G20 is an international assembly that works by consensus - it is not Australia's right to say yes or no to individual members of the G20.

In November 2014, Russia sent a fleet of warships into international waters off the coast of Australia to accompany Putin's visit. The fleet consisted of Varyag, Marshal Shaposhnikov, a salvage and rescue tug and a replenishment oil tanker. Australia responded by sending HMAS Stuart and HMAS Parramatta and a P-3 Orion surveillance aircraft to monitor the Russians. Although Russia had previously sent warships to accompany the President's attendance at international summits, this was an unprecedented step given the size of the fleet and the lack of official notification of the host country.

At the private meeting of heads of state and government shortly before the official opening of the summit, Canadian Prime Minister Stephen Harper said to Russian President Vladimir Putin: “I think I'll shake hands with you, but I only have one thing to say to you say: you have to get out of Ukraine. ”The incident happened when Putin approached Harper and a group of G20 leaders and reached out his hand to Harper. After the event was over, a spokesman for the Russian delegation said Putin's response was, "It's impossible because we're not there."

The guests were the representatives of the New Partnership for Africa's Development ( Macky Sall ), the African Union ( Mohamed Ould Abdel Aziz ) and the Association for Southeast Asian Nations ( Thein Sein ), the Prime Minister of Spain ( Pedro Sánchez ), the Prime Minister of Singapore ( Lee Hsien Loong ) and from New Zealand ( John Key ).

Results

Following the summit, the G20 heads of state and government issued a joint communiqué summarizing the points of the agreement between them. This focused on economic concerns and highlighted plans to increase global economic growth, create jobs, expand trade and reduce poverty. In the communiqué, the goal was formulated to increase economic growth by a further 2% through the commitments made at the summit and to increase infrastructure investment by creating a four-year global infrastructure hub for the government, the private sector, development banks and interested international ones Connects organizations.

The communiqué also dealt with the stability of global systems and mentioned measures to reduce risks in financial systems, improve the stability of banks, make international tax regulations more equitable, reduce corruption and strengthen global institutions. Although the communiqué largely focused on economic issues, other issues such as energy supply, climate change and the Ebola virus epidemic in West Africa were also discussed.
