The episcopal ordination donated him Giovanni Cardinal Colombo on January 11, 1976; Co-consecrators were the auxiliary bishops of Milan, Bernardo Citterio and Libero Tresoldi . On April 19, 1984, Pope John Paul II appointed him Archbishop of Bologna and on May 25, 1985 accepted him as a cardinal priest with the titular church of Santi Giovanni Evangelista e Petronio in the College of Cardinals . In addition, from 1984 to 2003 he was Grand Prior for Emilia of the Order of Knights of the Holy Sepulcher in Jerusalem .

On December 16, 2003, John Paul II accepted the resignation as Archbishop, which had been submitted for reasons of age. His leg had to be amputated in July 2015, and his health deteriorated after this operation. Cardinal Biffi finally died on July 11th at the age of 88.

Act

The cardinal emphasized that the Christian faith is not an arbitrary collection and stringing together of relative values such as solidarity, peace and environmental protection, but rather the belief in Jesus Christ, the Son of God, and his resurrection. In his meditations he referred to the Russian philosopher of the 19th century, Vladimir Solovyov , who said: "The Antichrist presented himself as a pacifist, environmentalist and ecumenist". Biffi addressed the need for everlasting communion with Jesus Christ through participation in the life of the Church.

Biffi was convinced that there was a gay agenda .

In September 2000, Biffi's repeated proposal to give preference to immigrants from Christian countries such as Poland or the Philippines over those from Muslims in order to preserve the Christian identity of Italy and Europe caused a stir. Mosques can only be built in Europe in the future if churches can also be built in Muslim countries. Europe must become Christian again or it will become Muslim. The current “culture of nothing” will not be able to withstand the inevitable ideological onslaught of Islam . Only the return to the "Christian event" as the only hope for man - a decisive resurrection of the old European spirit - will bring a different outcome to this inevitable clash.
