Joachim Hofmann-Göttig (born August 30, 1951 in Leipzig ) is a German political scientist and politician ( SPD ). From May 1, 2010 to April 30, 2018, he was Lord Mayor of Koblenz .

Life

Joachim Hofmann-Göttig was born to Martha and Werner Hofmann . He graduated from high school in Marburg. Between high school and beginning his studies in 1971, Hofmann-Göttig volunteered at a weekly newspaper. He majored in education and law , with a minor in sociology , political science and psychology . In addition to his studies, he worked as a journalist for various daily and weekly newspapers as well as for the Hessischer Rundfunk school radio . He was in charge of the weather adult education center in the Marburg-Biedenkopf district . In 1976 he graduated with a degree in education and received his doctorate in 1981Wolfgang Klafki in Education for Dr. phil.

In the 1980s and 1990s he made a name for himself with numerous publications and lectures on electoral research , in particular on the voting behavior of young people ( Die young voters , 1984), the history of women's voting behavior in Germany ( emancipation with the ballot , 1986) and the demographic voter base of the new right-wing extremist parties ( Die neuerechte , 1989). For many years he founded and headed the “Social Sciences Discussion Group” of the Friedrich-Ebert-Stiftung (Bonn) and worked on the election research committee of the German Association for Political Science . From 1998–2004 he was a lecturer at the Justus Liebig University in Giessen for political science ( political sociology ), where he was appointed honorary professor in 2002 . From 2003 to 2016 he had a teaching position at the University of Koblenz-Landau, Campus Koblenz , where he was appointed honorary professor for sociology ( educational , youth and cultural sociology , political sociology, government theory ) in 2004.

Hofmann-Göttig is married and has two daughters.

Political career

In 1969 Hofmann-Göttig joined the SPD and initially worked for the Young Socialists in Marburg, in the Hesse-North district executive and in the Hessian state executive. In 1972 he became a community representative in Simtshausen, in 1974 he is a member of the district council in Marburg-Biedenkopf.

1975–1991 he worked full-time in Bonn as a scientific advisor for the SPD party executive, as a student advisor from 1975-77, was head of the 1979 European election campaign and advisor for education policy for the parliamentary group from 1977-79, as well as head of the federal-state coordination office, 1980-84; he worked for the Hessian state representation (press and culture officer, 1984/85) and as head of the Saarland state representation (also press and culture officer 1986–1991). As a part-time job, he headed the secretariat of the Progress '90 working group , which worked out the SPD's government program for the 1990 Bundestag election.

In Hesse Hofmann Göttig was 1985 Ministerial civil servants, in Saarland appointed in 1990 to Ministerialdirigenten. From 1991 Hofmann-Göttig was State Secretary in Rhineland-Palatinate , always responsible for cultural affairs from 2006 onwards . Here he was instrumental in the process of recognizing the Upper Middle Rhine Valley cultural landscape as a UNESCO World Heritage Site . In addition, his main projects were the expansion of the Landesstiftung Villa Musica with the Academy for Chamber Music in Engers Castle (Neuwied) , the expansion of the Rolandseck (Remagen) train station into the Arp Museum Bahnhof Rolandseck , which is recognized nationwide, and the general renovation and expansion of the cradle of democracy , the Hambach Castle (Neustadt adW). In the meantime, from 2001 to 2006, its responsibilities had been limited to education. With a 19-year term in office, Hofmann-Göttig was the longest serving State Secretary in the division of the Conference of Ministers of Education in Germany.

Koblenz Mayor

On September 27, 2009 Hofmann-Göttig was elected Lord Mayor of Koblenz with 54.4% of the vote and thus prevailed against Peter Labonte (CDU). He took office on May 1, 2010. In addition, he was chairman of the supervisory board of BUGA GmbH, which organized the 2011 Federal Horticultural Show under the motto Koblenz transformed . and he was committed to the preservation of the Koblenz judiciary.

Under his responsibility, the Rhein-Mosel-Halle was opened to the public in September 2012 and the cultural building ( Forum Confluentes ) on the central square in June 2013.

He was the negotiator of the bidding consortium consisting of the city of Koblenz, Stadtwerke, EVM and THÜGA on the purchase of the RWE majority stake in the regional electricity supplier KEVAG . He was chairman of the supervisory board of KEVAG and EVM and was jointly responsible for the merger that took place on July 1, 2014 to form evm AG, the largest municipal energy supplier in Rhineland-Palatinate, of which he has been chairman of the supervisory board since then.

In 2016 and 2017 he was also Chairman of the Supervisory Board of Thüga Holding. He was the negotiator on the municipal side in the merger between three church and two municipal hospitals to form the Mittelrhein Community Clinic , a maximum care provider that is uniquely large in Germany and supported by church foundations and municipalities in equal proportions. Since December 16, 2015 he has been chairman of the supervisory board of the Mittelrhein community hospital.

In addition to major economic projects, Hofmann-Göttig made a name for himself as a treasurer as a household renovator . Koblenz was the only regional center in Rhineland-Palatinate that was able to bring a balanced budget draft through the city council for 2018. Another focus of his official work was the respectful treatment of minorities, with a migrant proportion of 30 percent in the population, a central issue of the internal climate in Koblenz.

During his candidacy for mayor (2009), during which he appeared as an independent applicant , and throughout the entire term of office, Hofmann-Göttig was supported by a non-partisan group of supporters.

Hofmann-Göttig could no longer run for the mayoral election in 2017 because he exceeded the age limit set in the municipal regulations. He retired at the end of April 2018.

Then there was a legal dispute between the city of Koblenz and the state of Rhineland-Palatinate over the distribution of supply costs, in which the city prevailed. The Administrative Court of Koblenz affirmed, on the basis of earlier state law provisions, a sharing of benefits in the event of a change of employer within the state even before § 2 of the state law on the State Treaty on the Sharing of Supply Burdens came into force . The transfer to temporary retirement on April 27, 2010, which the State Audit Office later objected to because of the imminent assumption of office as Lord Mayor, was therefore not relevant to the decision.

JoHo Schängel Foundation

Hofmann-Göttig founded the JoHo Schängel Foundation in December 2010 . The purpose of the foundation is to support projects in his home town of Koblenz. In order to underline the foundation's connection with Koblenz, the Schängel was included in the foundation's name. The foundation's business is the responsibility of a five-person board with the main donor Hofmann-Göttig as chairman.

The foundation is financed through donations, including above all the income from the fortnightly photo column of the main donor for the local newspaper Blick aktuell - Koblenz . The foundation pays out project funds averaging 6–8,000 euros each year.
