Horst Schnur

Horst Schnur (born March 1, 1942 in Darmstadt ) is a German local politician ( SPD ). From 1986 to 1991 he was a full-time first district member and deputy of the district administrator and from 1991 and after two direct elections until 2009 district administrator of the Odenwald district in Hesse .

Life and work

Schnur's family was bombed out in Darmstadt on the night of the bombing on September 11, 1944 and then evacuated to Klein-Umstadt . His father Erwin died in Stalingrad . His mother Ruth was a kindergarten director in Mümling-Grumbach . Schnur has been married to Traudel, nee Rebscher, since 1968 and has two married sons (Jens and Marc).

Schnur was accepted into the Christian scouting body in Germany in 1960 , became a tribal leader and Gau leader in the Gau Odenwald and organized numerous national and international events in youth work. Later he was a member of the VCP Hessen as a cross scout .

After graduating from high school in Michelstadt in 1962 , Schnur studied education , politics , history , mathematics and art . After the state examination for teaching , he became a teacher at the Rai-Breitenbach (Breuberg) central school in 1965, at the Integrated Comprehensive School in Beerfelden in 1968 and, after an extension examination in 1974, rector of the Michelstädter Theodor-Litt-Schule, a secondary school. In 1966 he joined the SPD . From 1968 to 1986 he was a member of the district council of the Odenwaldkreis. From 1975 he was chairman of the SPD parliamentary group there. He stayed in school until 1986 when he became a full-time first district member of the Odenwald district . Political priorities of his term of office: He promoted the education system and the expansion of the rural school reform. During his time as district administrator, the Odenwaldbahn was modernized and expanded as a regional train; the Erbach health center expanded and developed as an acute clinic in rural areas for outpatient and inpatient care. He initiated the expansion of the broadband network with 380 km of municipal fiber optic lines in the Odenwald district, which enabled all households and companies to be fully supplied with at least 50 Mbit / s and became the Hessen model. He promoted direct agricultural marketing , the Odenwald inns and developed the Odenwälder Potato Weeks and Odenwälder Lamb Weeks.

He was chairman of the Hessian Tourism Association (HTV) and the supervisory board of the Odenwald-Regional-Gesellschaft (OREG) for 14 years . Schnur was also chairman of the administrative board of the Sparkasse Odenwaldkreis from 1991 to 2009, as well as chairman of the health committee of the Hessian district assembly and the German district assembly. He was a member of the board of directors of Landesbank Hessen-Thüringen Helaba and the Sparkassen Kultur-Stiftung Hessen-Thüringen . He was also chairman of the Odenwald Interest Group (IGO) and was elected honorary chairman. He is chairman of the board of the Odenwald Academy and the Odenwald Foundation, which he co-founded in 1988. In his home town of Olfen , he has been supporting the relationship with the Savoy community of Trévignin since 1966 , where he is also an honorary citizen. As chairman of the association Dorfgemeinschaft Olfen eV, he supports village social work with the monthly village meeting, among other things. Since 1972 he has been chairman of the Olfen Transport and Improvement Association. In 2006, Schnur fell ill with TBE from a tick bite and, as a public patient, promoted further medical training and vaccination for school health examinations and in general among the population. Since then he has been unable to walk and has restricted mobility, which does not prevent him from being active both privately and in public life and from performing his duties until the end of his term of office. In 2009 he was honored with the Hessian Order of Merit . At the beginning of September 2009 he handed over the official business as district administrator of the Odenwald district to his successor Dietrich Kübler .

In 2011, Schnur was charged by the Darmstadt public prosecutor's office for accepting benefits . The proceedings against him were discontinued after a sum was paid.

In the local elections on March 6, 2016, Schnur was elected from last place 51 on the SPD list to 12th (or 10th) by cumulating and variegating . He accepted the mandate in the district council and opened the constituent district council meeting as the oldest member. Since 2012, he and the mayors have been a member of the seven-person steering group preparing the merger of the city of Beerfelden and the communities of Rothenberg , Sensbachtal and Hesseneck to form the new city of Oberzent . This was decided by almost 90 percent in a referendum in 2016 and implemented on January 1, 2018.

On January 8, 2019, Horst Schnur surprisingly resigned from his district council mandate. In a letter dated January 8, 2019 to the SPD district parliamentary group, Schnur explained his actions with incidents within his group. He felt isolated and hostile because he had spoken out against the excessive expansion of wind turbines in the Odenwald district.

Private engagement

Since 1981 Schnur has been a member of the Masonic lodge To the three stars in the Odenwald .

Especially in his retirement he works as an author of local history writings and lecturer for lectures. In 1986 he published the book "Olfen - Geschichte eines Dorfes" about his place of residence, Olfen in the Odenwald . In September 2013 his book Rückspiegel - before I forget it was published with memories of his political and social work. He wrote the bilingual anniversary chronicle for the 50-year partnership between Olfen and Trévignin in 2016. For the 150th birthday of the Odenwald original Jakob Ihrig , known as the Raubacher Jockel (* May 5, 1866, † October 24, 1941), he published the book "Der Raubacher Jockel - Lebensgeschichte einer Odenwälder Original" together with Rolf Reutter in the anniversary year 2016. In the “Kümmerer” working group in the city of Beerfelden, he supports civil war refugees in all matters relating to authorities and medical care, as well as in the provision of everyday needs and in the organization of a language course. He coordinates the cooperation of the actors both with the city and with the Evangelical Church of Beerfelden and with the non-profit intergenerational aid.

Schnur is active in the citizens' initiative Gegenwind Beerfelden-Rothenberg. He participates as a speaker and interview partner against the construction of wind turbines in the Odenwald and campaigns for landscape and nature conservation, species protection, drinking water protection and preservation of the common good.
