Jörg Ziercke
Jörg Ziercke (born July 18, 1947 in Lübeck ) is a German police officer . From February 2004 to November 2014 he was President of the German Federal Criminal Police Office (BKA).
Life
education
After his high school at the high school to the cathedral in Lübeck Ziercke 1967 went as police recruits to riot ; from 1968 to 1970 he completed training for the higher service of the criminal police .
Professional background
From 1970 to 1975 he worked in the operational area at the police, criminal police and also at the Schleswig-Holstein State Criminal Police Office . After his training for the higher police enforcement service at the former Police Leadership Academy (now the German Police University ) in Münster , he became head of the Neumünster Criminal Police in 1979 . In the following years he also acted as the head of the criminal police department in Kiel and in 1981 was seconded to the criminal police department in Itzehoe . In 1985 he moved to the Ministry of the Interior in Kiel , where he was initially a personnel, training and further education officer for the Schleswig-Holstein state police . From 1990 to 1992 Ziercke was head of the Schleswig-Holstein State Police School and supported (as part of reunification) the establishment of the Mecklenburg-Western Pomerania State Police School. From 1992 he switched to the police in the Schleswig-Holstein Ministry of the Interior and in 1995 took over the management of the police department. In February 2004 Otto Schily (SPD), Federal Minister of the Interior from 1998 to 2005, made him President of the Federal Criminal Police Office after Ulrich Kersten had been released early.
Ziercke retired at the end of November 2014. His successor is Holger Münch , who was previously a State Councilor for the Senator for the Interior and Sports in the state of Bremen .
Other activities, offices and memberships
Ziercke is a member of the SPD . He has been a member of the board of the German Forum for Crime Prevention since 2001 and has been Deputy Federal Chairman of the White Ring since October 21, 2012 . Ziercke has been federal chairman of the White Ring since September 2018.

Ziercke is married and has two children.
criticism
Online searches
In early 2007, Ziercke came under criticism for advocating controversial secret online searches . The German computer magazine Chip awarded him the negative award "Brake of the year 2007". Ziercke described the statements on this topic in the press as technically unsustainable; his specialists are not " hackers ".
According to a report by Spiegel in July 2007, at an event for parliamentarians, among other things, he presented content from so-called "shock pages" (video excerpts from executions in the form of beheadings, brutal child abuse, BDSM ) in order to convince the invited MPs for the planned law advertise secret online searches.
Internet blocking
For years, Ziercke demanded the implementation of the regulation initiated by the then Federal Minister for Family Affairs Ursula von der Leyen to block websites . He repeatedly emphasized that the BKA would not be able to effectively combat illegal content on the Internet simply by deleting it. Under his leadership, the agency issued several statements which underlined this position and urged the introduction of network blocking. Ziercke explained that “in any case 1,000, possibly also up to 5,000 pages with child pornographic content must be blocked. [...] It's about hundreds of thousands of hits that are prevented every day and should be redirected to stop pages ”.
On April 5, 2011, the federal government ( Merkel II cabinet ) decided to repeal the Access Restriction Act. The then Federal Minister of Justice Sabine Leutheusser-Schnarrenberger explained the reasons for the decision with the words: "According to current figures from the Federal Criminal Police Office, 93 percent of child pornographic content is deleted after two weeks, and after four weeks it is even 99 percent".
Drone attacks
In January 2011 a judge at the Karlsruhe Higher Regional Court filed a criminal complaint against Ziercke for aiding and abetting the murder of a German Islamist . The public prosecutor's office in Wiesbaden refused to initiate investigations against Ziercke.
Edathy affair
In the Edathy affair , Ziercke was charged with misconduct in the office of President of the German Federal Criminal Police Office and his resignation was requested. The Interior Committee of the Bundestag determines.
On December 18, 2014, Sebastian Edathy (SPD) declared before the investigative committee of the German Bundestag under the leadership of Eva Högl (SPD) that Ziercke (SPD) in the office of President of the German Federal Criminal Police Office was the source of information for his informant Michael Hartmann (SPD), which warned him, among other things, of searches.
Ziercke announced via a BKA spokesman in Stern magazine that he had not informed Hartmann directly.
On January 15, 2015, Ziercke was invited to be questioned by the committee of inquiry.
In the absence of initial suspicion, the Wiesbaden public prosecutor's office headed by Volkmar Kallenbach has not taken any measures to prevent punishment in the office.
