The chairmen of the coalition parties present the signed coalition agreement for the 18th electoral term.

The coalition agreement of the 18th legislative period of the German Bundestag between the Christian Democratic Union of Germany (CDU), the Christian Social Union in Bavaria (CSU) and the Social Democratic Party of Germany (SPD), which was negotiated after the 2013 federal election (see list of participants at the coalition negotiations between CDU / CSU and SPD in 2013 for the people involved) and was concluded on November 27, 2013, is entitled "Shaping Germany's Future" .

On November 29, the CSU party executive and the members of the CSU regional group voted unanimously for the coalition agreement. The CDU approved the contract on December 9th at a small party conference of the federal committee . In the SPD, the entire party base voted in a membership decision on the coalition agreement; the result of the decision was announced on December 14th. With 75.96 percent, the members voted for an alliance with the Union. The approval of the responsible party committees was a condition for the entry into force of the 185-page document. The coalition agreement was particularly controversial within the SPD.

After three exploratory rounds, coalition negotiations between the Union parties and the SPD began on October 23, 2013, 31 days after the federal election . The negotiations took place mainly in twelve working groups and four sub-groups, the last disputed points were in a 17-hour meeting of the three party leaders Angela Merkel (CDU), Horst Seehofer (CSU) and Sigmar Gabriel (SPD) on the night of March 26th November 27, 2013 clarified. The contract was presented to the public at noon on the 27th. Reserve power plants
A capacity market for reserve power plants is to be set up. It is intended to support operators of base- load power plants whose plants can take over the power supply in situations in which renewable energies only provide little electrical energy.

Health and care

Doctor appointments
Patients should be offered an appointment after four weeks at the latest if they are referred to a specialist.
Healthcare Bribery
The penal code is to be expanded to include the criminal offense “corruption and bribery in the healthcare sector”.
Paying hospitals
Hospitals should be paid more on the basis of quality criteria . An institute is to be created to evaluate the hospitals accordingly. A federal-state working group is to present key points for a reform of hospital financing by the end of 2014.
Health insurance contributions
The contribution rate for health insurance contributions is to be set at 14.6 percent, the share for employers at 7.3 percent. Additional contributions levied by health insurers should be income-related and are borne by the health insurance members alone.

Interventionism

Various media criticized the decided additional spending of at least 23 billion euros, while the goal of paying off national debts would have been abandoned. "Maternal pension"

Parental leave periods for children born before January 1, 1992 are to be financed from pension insurance contributions. That would be a break with the previous principle, according to which the federal government pays the corresponding contributions from tax revenues . SPD member vote

The membership vote was partly controversial. It was criticized, among others by Bundestag President Norbert Lammert (CDU), that the SPD members would decide on the future coalition and thus undermine and devalue the will of the voters. The SPD leadership and other supporters of the vote replied that the vote was part of intra-party democracy, and that an even smaller group of people at the Union would decide on the coalition. The constitutional lawyer Christoph Degenhart sees in the member's vote an interference with the free mandate of the MPs, since the members of the party decide how the parliamentary group should vote.
