The constituency of Gmünd (constituency 5) is a constituency in Lower Austria that includes the political district of Gmünd . In the state elections in 2013 , the Austrian People's Party (ÖVP) emerged as the strongest party with 46.80%, whereby the ÖVP was also the only one of the candidate parties to win one of the three basic mandates.

history

Lower Austria was divided into four constituencies until 1992, with the Gmünd district belonging to the district electoral district above the Manhartsberg . With the state election regulations of 1992, the number of constituencies was increased to 21 and the Gmünd district was raised to its own constituency. Originally, two mandates were awarded in the Gmünd constituency. After the number of basic mandates was reduced to just one basic mandate due to the 2001 census, no party in the constituency received a basic mandate.

Since the creation of the constituency, the Austrian People's Party (ÖVP) has achieved a relative majority in every state election in the constituency of Gmünd, with the result of the People's Party fluctuating between 43 and 54%. The ÖVP achieved its best result so far in the state elections in 2008 with 54.1%, and in 2013 it also achieved an absolute majority of votes. In the last state election in 2013, the ÖVP achieved 50.5%. Until the number of basic mandates was reduced from two to one basic mandate, the ÖVP was able to achieve one basic mandate in each election; no basic mandate has been granted in the constituency since 2003.

The Social Democratic Party of Lower Austria (SPÖ) took second place in every state election in the constituency. In 1993 it was only slightly behind the ÖVP and in 2003 achieved its best result with 42.1%. After 2003, the SPÖ slipped in 2008 and 2013 with losses of 11% and 3% respectively to only 28.1%. Nevertheless, in 2013 the SPÖ was well above the Lower Austrian provincial result.

The Freedom Party of Austria (FPÖ) has so far been able to take third place in four of the five elections in the Gmünd constituency, and in 1998 it achieved its best result with 15.2%. As a result, however, in the course of the Peter Rosenstingl affair, it fell to 4.6% and ended up just ahead of the Greens in 2003. After the FPÖ was able to increase again to 8.1% in 2008, it fell back to fourth place in 2013 with 6.7%.

The Greens - The Green Alternative were able to increase slowly but successively from 2.1 to 4.9% between 1993 and 2013, whereby they always landed in fourth place until 2008. In 2013, however, the Greens fell back to fifth place when the Stronach team (FRANK and TS) competed. The Stronach team, on the other hand, was able to achieve 9.0% straight away when they ran for the first time and thus advanced to third place among the candidate parties.
