Josefine and Isolde, two lieutenants of the Salvation Army , come to Berlin to help the bums with “soup, soap and salvation”. They want to make respectable people out of them again and spread love and hope. To do this, they first clean the run-down homeless shelter and persuade the men and women to take a shower again after a long time. Alcohol and begging are forbidden. Everything has changed, only the food has stayed the same, grumble some men. With a couple of them, who can play some instruments, Josefine and Isolde roam the streets making music .
The noise disturbs the business consultant Tristan Muller, who was in a restaurant with three department heads a company breakfast and explained to them that half must be dismissed their workforce. This is easily possible through the more intensive use of electronic data processing . Tristan Müller sends his Adlatus Lutz out, and he tries to silence the Chapel of the Salvation Army with a hundred-mark note. Furious, Lieutenant Josefine marches into the restaurant and throws the banknote to Tristan Müller: You can't buy it! Isolde, who followed her, however, accepts Müller's suggestion and takes off her bonnet in exchange for a one hundred mark donation.
Soon after, the yuppie comes to the Salvation Army-run homeless shelter. You could do something out of the house with 10,000 marks , he says to Josefine. Then she climbs down from her ladder, curious. Müller wants to meet her, but she is shy.
When Isolde asks what the management consultant wanted, Josefine claims that he made an appointment with her to talk about a 10,000 mark donation. For all the money they could show their hair again, says Isolde. Since Josefine refuses to go to the meeting alone, Isolde accompanies her to the restaurant. After a while she says goodbye. Tristan Müller offers Josefine wine, but a lieutenant in the Salvation Army is not allowed to drink alcohol. He jokingly asks whether she is ready to come to his hotel - and is amazed when she agrees. "We are not forbidden." But Liz, an attractive employee of the company that Tristan Müller is currently advising, has already fetched the room key. And another room is not available.
After Müller has separated the "wheat from the chaff" through human-contemptuous tests and it is clear who will lose his job and who may stay, he has his departure prepared. Before that, he sent Josefine a gift box with roses and 10,000 marks in cash. "Goodbye" is written on the attached card. Josefine hurries to the hotel. And this time she goes to bed with Tristan Müller. Then he says dryly: It could not be bought for 100 marks, but for 10,000 marks it could. Weeping, she runs back to the homeless shelter.
Isolde and Josefine decide to blow the 10,000 marks on the head and invite their protégés to a good restaurant. Although they have made a reservation and apparently can also pay the bill, they don't want to be served there. Only when Tristan Müller arrives, speaks to the manager and invites the group, do the waiters hand out menus. It goes without saying that the meal ends in a tumult. Finally Josefine Tristan Muller forces with reproached pistol to pay the bill. Radio patrols with howling sirens drive up. The officers, who take up position with their rifles drawn, are surprised when two female lieutenants from the Salvation Army come out of the restaurant.
In the end Isolde and Josefine say goodbye in the homeless asylum and travel to the next town.

"Undecidedly vacillating between melodrama and comedy, morality and urban picture clip, the disappointing film shows neither a content-related intention nor any particular entertainment value, rather it loses itself in the self-amorous coquetry with (pre-) judgments about the supposed 'badness of the world'."

The soundtrack for the film It's Hurting for the First Time came from the German synth-pop band Wolfsheim . As with the film, Buck directed it.
