Coat of arms of the city of Leipzig

The granting of honorary citizenship in the city of Leipzig is regulated according to Section 26 of the Saxon Municipal Code (SächsGemO). For the first time, Saxon municipalities were able to appoint honorary citizens to the Kingdom of Saxony on the basis of the new constitution for the Kingdom of Saxony of September 4, 1831 . In Leipzig, for example, the city's first honorary citizen was appointed on April 9, 1832. Since then, the city of Leipzig has given 88 people honorary citizenship. Six people were deprived of their honorary citizenship. Currently (2019) 82 people are listed as honorary citizens.

Withdrawal of honorary citizenship

In addition, in 1909 Karl Binding (university rector) and in the Third Reich in 1933 Paul von Hindenburg (Reich President) and Adolf Hitler (Führer and Reich Chancellor), in 1938 Hans Frank (Reich Minister) and in 1939 Wilhelm Frick (Reich Minister) became honorary citizens of Leipzig. After the Second World War, the honorary citizenship was awarded to Walter Ulbricht (Chairman of the State Council of the GDR) in 1958 on the occasion of his 65th birthday.

It was not until December 1990 that the Leipzig city council dealt with these 1933–1945 and with the honorary citizenships awarded 1945–1990. "A review of the archive material of the city archives gave no indication that a revocation took place." However, an automatic revocation is likely to have already taken place through a directive of the Allied Control Council from 1946, which granted the main war criminals privileges such as B. Revoked honorary citizenships. On December 20, 1990, the city council passed the formal revocation of honorary citizenship for Adolf Hitler, Wilhelm Frick, Hans Frank, Walter Ulbricht and Paul von Hindenburg, with no votes against and one abstention.

On May 19, 2010 the Leipzig City Council decided with five votes against and one abstention to withdraw Karl Binding's honorary citizenship because of “Karl Binding's participation in the posthumously published work in 1920 - together with the psychiatrist Alfred Hoche - ' The release of annihilation unworthy of life Life - Your Measure and Shape '".
