action

Boston 1926. The war veteran Joe Coughlin, son of the respected Vice President of Police Thomas Coughlin, turns away from the honest life his father led him and delves into crime. He falls madly in love with the pretty Emma Gould, who is however the mistress of the Irish mafia boss Albert White. White's opponent in the Boston underworld is the Italian boss Maso Pescatore. Both gangs fight for supremacy.

Joe Coughlin keeps his head above water with raids. However, the latest bank robbery turns into a disaster, killing several police officers. Under massive pressure, his lover Emma reveals her boss White's relationship with Coughlin and is also said to be killed on behalf of White. She's being carried away by White's people. White lures Coughlin into a trap to kill him. But he is disturbed by Coughlin's father and a large police force. Joe Coughlin is arrested and jailed for three years. His father dies while in prison.

Released from prison, Joe Coughlin hires the mafia boss Pescatore to get revenge on White for the alleged murder of Gould. Pescatore sends Coughlin to Tampa , Florida , where he and his old friend Dion Bartolo are supposed to drive the business forward with alcohol and gambling and gradually drive White out of business. There Coughlin falls in love with the beautiful sister Graciela of the Cuban Esteban Suarez, who dominates the rum trade in Florida. Previously, Coughlin reached an agreement with Irving Figgis, Tampa Chief of Police, whose daughter Loretta is aiming for a career in Hollywood .

Everything is going well so far. The profits that Coughlin makes for his boss Pescatore are increasing. White's influence is shrinking. It is clear to the gangsters that sooner or later the government will lift prohibition . You want to gamble and start building a large casino near Tampa.

In between, the Ku Klux Klan under the leadership of RD Pruit, the brother-in-law of Chief Figgis, carried out attacks on Coughlins clubs. Coughlin tries in vain to bribe the Ku Klux Klan leader with the help of the chief, but he is simply not to be satisfied. So more attacks are carried out. Finally, Coughlin blackmailed the chief with compromising photos of his daughter Loretta, who became a victim of heroin and prostitution on her way to Hollywood , in order to be able to move Pruit aside without interference from the chief. Pruit is eventually killed while meeting Coughlin and his people. The chief learns the whereabouts of his daughter and brings Loretta home. Loretta goes through a moral shift and becomes a dedicated preacher against alcohol and gambling. It gains so much influence in the process that investors distance themselves from the Coughlins casino project and the casino ultimately has to be abandoned.

Coughlin learns from a photo only a few weeks old that his former lover Emma Gould is still alive.

The failure with the casino annoys the mafia boss Pescatore, who has Coughlin come to a house in Tampa and wants to demote him to consigliere and cut his financial share. Pescatore's son is supposed to take over Coughlin's post. Coughlin apparently agrees. To his surprise, Albert White appears at Pescatore's house and threatens Coughlin. Coughlin shows White the photograph of Emma Gould. White hesitates. In the following exchange of fire, White is killed by Coughlin. Coughlin's men penetrate the Pescatores house via underground tunnels and kill Pescatores gangsters. Coughlin kills Pescatore and offers his men a job in his organization. Then he hands the tour over to his friend Bartolo and withdraws from all business.

Coughlin finds Emma Gould. She tells him that she did not go back to Coughlin because she was afraid for her life. She survived after killing her driver and escaping from the car. Besides, he was not her true love.

According to press reports, Loretta Figgis is found in the chief's bed with her throat cut. Then the chief goes mad with pain. Coughlin has retired with his wife and child. One day his house is shot at. Coughlin grabs a gun, storms out of the house and sees Chief Figgis firing madly at the house. Coughlin shoots him. Eventually he realizes that his wife has been fatally wounded.

After this stroke of fate, Coughlin lives alone with his son, who later wants to become a great police officer.
