Mustafa Bumin

Mustafa Bumin (born May 26, 1940 in the district of Mucur / Kırşehir Province ) is a Turkish lawyer and was President of the Turkish Constitutional Court from 2000 to 2005 .

career

Bumin graduated from Ankara University Law School in 1963 and was appointed a member of the State Council in 1985. Between 1989 and 1992 he was a full member of the High Council of Judges and Prosecutors .

On November 2, 1992 he was appointed a full member of the Constitutional Court, in 1998 President of the Conflicting Jurisdiction Court and on May 31, 2000 President of the Constitutional Court. He held this office until June 26, 2005.

meaning

Bumin was a staunch opponent of the lifting of the headscarf ban at Turkish universities and advocated broadcasting in Kurdish at the local level as it would not violate the constitution. At the same time, however, by banning the Halkın Demokrasi Partisi (HADEP), he represented a restrictive line against Kurdish attempts at political organization.

Bumin was thus both a defender of the secular state and an advocate of a cautious opening towards the Kurds. Above all, he was also involved in the process of adapting Turkish law to EC directives , as well as in closer cooperation between German and Turkish courts.
