Parliamentary election in Lebanon 2018

The parliamentary elections in Lebanon in 2018 were the 21st election to the National Assembly in Lebanon since gaining independence. It took place on May 6, 2018 in one ballot.

It was the first parliamentary election since 2009 , although the law stipulates that it should take place every four years in Lebanon. The 2013 election was postponed several times due to problems in electing a new president and the civil war in neighboring Syria . The favorites are Prime Minister Saad Hariri's camp, which is supported by Saudi Arabia and the USA, and the Hezbollah movement, which is close to Iran . Thanks to a new electoral law, independent candidates have better chances than before.

Suffrage

The legal basis is electoral law No. 44/2017 of June 17, 2017. Lebanese citizens residing abroad could also cast their vote at the Lebanese representation responsible for them if they had previously registered for the election. With the new electoral law, the transition from majority voting to proportional representation was completed. The voter has one vote to vote for a list and can give a candidate from the selected list a preferential vote. If a constituency consists of several districts , the list has different applicants for each district.

A special feature of Lebanon is that the religious communities have a fixed number of seats in parliament, the current number of which was determined by the Taif Agreement.

The distribution of seats takes place at constituency level according to the Hare-Niemeyer procedure , but lists are excluded from the distribution of seats if their number of votes is less than a full Hare quota. The seats are allocated to applicants in descending order of their percentage of votes in their district. If a list or religious community has reached the number of seats it is entitled to, the other applicants on this list or religious community are not taken into account in the further allocation of seats.

After the application deadline on March 26, the Ministry of Interior and Municipalities announced that a total of 77 lists with 583 candidates had been registered for the election. Most of these were registered with nine lists for the constituency of Beirut II, while two lists were registered for the Zahrani-Tire constituency. It is noticeable that the blocks of March 8th and March 14th, which dominated the 2009 elections, are no longer functional, so that the parties formed other alliances when drawing up the lists based on local dynamics.

Beirut I (East Beirut)

Beirut I constituency

The first Beirut constituency covers four quarters in the east of the Lebanese capital: Achrafieh , Saifi, Rmeil and Medawar. The area is predominantly inhabited by Christians, of whom the Armenian Orthodox make up the largest group with a share of 28.33% of all eligible voters. 19.2% are Greek Orthodox, 13.19% Maronites, 9.8% Greek Catholics, 9.76% Sunnis, 5.57% Armenian Catholics, 3.95% Syriac Catholics, 3% Roman Catholics , 2.88% Protestant, 1.99% Shiite, 0.37% Druze or Alawites and 1.97% are other minorities.

Five lists of candidates were registered for election in the constituency. After Future Movement and Lebanese Forces themselves were divided, a common list of Free Patriotic Movement which was Armenian Revolutionary Federation (Taschnag) and Hunchak set ( "Strong Beirut I"), supported by the Future Movement. The future movement itself decided not to list its own candidates. The Lebanese Forces submitted their list of candidates together with the Kata'ib, Ramkavars and Michel Pharaon . The list supported by Antoun Sehnaoui ran under the title "Beirut I". Michelle Tueni and Serge Torsarkissian, MP from the Future Party, submitted the “We are Beirut” list.

For the seat of the minorities , the Free Patriotic Movement nominated a Syrian Orthodox candidate, former Brigadier General Antoine Pano , while Tueni's list nominated the independent Roman Catholic candidate Rafic Bazerji, who belongs to a family historically close to the National Liberal Party .

Beirut II constituency

The Beirut II constituency comprises eight neighborhoods in West Beirut: Ain El Mreisseh, Bachoura, Mazraa, Minet El Hosn, Moussaitbeh, Port, Ras Beirut and Zuqaq al-Blat . The majority of the electorate consists of Sunnis (62.1%). 20.6% are Shiites, 5% Greek Orthodox, 3.41% belong to minorities, 1.86% are Maronites, 1.65% Armenian Orthodox, 1.63% Greek Catholics, 1.55% Druze, 1.31% Jews, 0.81% Evangelicals and 0.03% Alawites.

Nine lists of candidates were registered in this constituency. In the 2009 elections, the future movement in West Beirut won. In 2018, a series of lists was launched to break this dominance over the Sunni electorate: "Beirut al-Watan" (an alliance between al-Jamaa al-Islamiah and Al-Liwaa editor Salah Salam), "Beiruti Opposition" (by Aschraf Rifi), “Lebnan Hearts”, “We are All Beirut” and “Dignity of Beirut” (led by the former judge Khaled Hammoud).

The earlier bloc of March 8th split into two lists. Hezbollah, Amal, Al-Habash and the Free Patriotic Movement made up the "Unity of Beirut" list, while Harakat Al-Schaeb and Al-Murabitun made the "Voice of the People" (Sawt al-Nas) list . Omar Ghandour, candidate of the Islamic Action Front , prominent businessman and former president of the Nejmeh Sporting Club , led the "unity of Beirut". Ali Haidar's SSNP put a candidate on the “Voice of the People” list. Naamat Badruddin, also on this list, was one of the leaders during the Beirut garbage protests in 2015.

Under the previous suffrage, the Future Movement in West Beirut could easily win like a landslide, but the new suffrage cost the Future Movement a number of mandates. In addition to the joint list of Hezbollah, Amal, Al-Ahbasch and the Free Patriotic Movement, which would primarily win the votes of the Shiite voters, the main competitors are the “Beirut al-Watan” and the “Lebnan Hearts” list of the prominent businessman Fouad Makhzoumi . However, Beirut al-Watan's list includes several people close to the Hariri family, and Salam has pledged to advocate that Hariri remains Prime Minister of Lebanon.

Bekaa I (number)

Bekaa I constituency, which covers the Zahle district .

The electoral population in the constituency Bekaa I are predominantly Christians. 28.3% of those eligible to vote are Greek Catholics, 18.7% Sunnis, 16% Shiites, 15.7% Maronites, 9.54% Greek Orthodox, 4.99% Armenian Orthodox, 1.07% Armenian Catholics , 5.2% other Christians and 0.52% are Druze.

Five lists were registered in the constituency. An alliance of the Free Patriotic Movement, Future Movement, Taschnag and independent candidates was reported under the name “Pay for All”. Lebanese forces and Kataeb reported the list “Numbers is our business”. There was also the “Popular Bloc” list headed by Myriam Skaff, “Number's Options and Decisions” led by Nicolas Fattouch (which included a Hezbollah candidate) and a bourgeois list called “We are All-National”.

Rifi was not part of any list in Zahle because there was no alliance with Kata'ib and the Lebanese forces.

Bekaa II (West Bekaa-Rachaya)

The Bekaa II constituency covers the West Bekaa and Rachaya districts .

In the electoral district of Bekaa II, Sunnis make up the largest religious group in the electorate (48.8%). 14.8% of the electoral population are Druze, 14.7% Shiites, 7; 42% Greek Catholics, 7.22% Maronites and 7.16% Greek Orthodox.

Three lists were registered in the constituency. The Future Movement and the Progressive Socialist National Party formed a joint list, including Mohammed Qar'awi, the owner of the Bekaa Hospital, previously affiliated with the March 8 Movement. Amin Wahbi , the founder and leader of the Democratic Left Movement , ran for the future movement's list.

The “Best Future” list was mainly supported by the Amal movement. The Free Patriotic Movement did not join this list, so the Greek Orthodox candidate Elie Ferzli ran as an individual on this list.

TV presenter Maguy Aoun topped the third list drawn up by civic groups.

The Lebanese forces tried to draw up a list together with Ashraf Rifi, but this did not come about. Similarly, the Lebanese Democratic Party withdrew its candidate.

Bekaa III (Baalbek Hermel)

Bekaa III constituency, identical to the Baalbek-Hermel governorate

Most of the eligible voters in the constituency are Shiites (73.3%). 13.3% are Sunnis, 7.35% Maronites, 5.36% Greek Catholics and 0.72% Greek Orthodox. Five lists of candidates were registered in the constituency. The list “Hope and Loyalty” collects Hezbollah, Amal and the Syrian Social Nationalist Party. Their main opponent was the "Dignity and Development" list by Lebanese Forces and Future Movement. The Free Patriotic Movement had tried to draw up a list with former parliamentary speaker Hussein al-Husseini , but after he withdrew, the alliance broke up and two separate lists emerged: "Development and Change" and "Independent". The FPB candidates stood on the list kept by the former Ba'ath Party's regional secretary Faiz al-Shukr.

Mount Lebanon I (Dschbeil-Kesrwan)

The Lebanonberg I constituency consists of two sub-districts, which are identical to the Jbeil district (red) and the Kesrwan district (brown).

Five lists of candidates were registered in the constituency of Jbeil-Kesrwan: “Strong Lebanon” (supported by Free Patriotic Movement), “National Solidarity” (Hezbollah), “Anna al-Qarar” (alliance between Kata'ib, Fares Souhaid, Farid Heikal Al Khazen and independent candidates, supported by the Marada movement), “Clear Change” (supported by the Lebanese forces) and “We are all-national”.

In contrast to previous elections, the Free Patriotic Movement and Hisballah did not form a joint list. Hezbollah has drawn up its own list of candidates, with a Shiite candidate from Baalbek. Hezbollah's list also included former Lahoudist telecommunications minister Jean Louis Cardahi and FPB dissident Bassam Hachem.

The list of the FPB was headed by General Chamel Roukoz ; other candidates included the President of the World Maronite Foundation Neemat Frem, the former Minister Ziad Baroud and the former MP Mansur al-Bon.

The list supported by Kataeb and Souhaid tried to integrate people from civil society. The list includes the former Secretary General of the National Bloc Jean Hawat. Here there was resistance by Kata'ib against the incumbent MPs Youssef Khalil and Gilberte Zouein, because they were connected to the Bloc Change and Reform.

Former minister Youssef Salame was one of the candidates on the “We are All-National” list.

Most of the electorate in the constituency are Christians; Maronites make up 82.1% of the electorate, 10.7% are Shiites, 1.91% Greek Orthodox, 1.4% Armenian Orthodox, 1.32% Sunnis, 1.32% Greek Catholics and 1.26% are other Christians.

Mount Lebanon II (Metn)

The Lebanonberg II constituency covers the area of the Metn district .

Mount Lebanon II is a predominantly Christian constituency; 44.8% of the electoral population are Maronites, 14.6% are Greek Orthodox, 14.3% Armenian Orthodox, 9.83% Greek Catholics, 3.86% Armenian Catholics and 6.28% are other Christians. 3.03% of the electorate are Shiites, 1.88% Sunnis and 1.38% Druze.

Five lists of candidates were registered in the constituency. Michel Murr submitted the list “Metns Loyalty”. The Kata'ib formed their list with the name “Puls Metns” together with the National Liberal Party and independent bourgeois candidates, the Lebanese forces and their allies under the title “Metn Heart of Lebanon”, and an alliance of the Free Patriotic Movement of the Syrian Social Nationalist Party and Taschnag competed together with the list "Starkes Metn".

The Lebanese Communist Party held talks with civil activists to create a list called "Nawar al-Metn", but the list did not materialize.

Mount Lebanon III (Baabda)

The Lebanonberg III electoral constituency corresponds geographically to the Baabda district .

Four lists of candidates have been registered in Mount Lebanon III constituency. While the Free Patriotic Movement and the March 8th Coalition parties went their separate ways in most constituencies, in Baabda district they came up with a joint list called “National Reconciliation”. Other lists in the constituency are "Unity and Development of Baabda" - an alliance of Progressive Socialist Party , Lebanese forces, independents and Salah Harake, supported by Future Movement. - as well as two lists of civil groups. The "Together for Baabda" list was announced on March 3rd by Kata'ib boss Sami Gemayel and NLP boss Dory Chamoun and included civil and environmental activists. Among the candidates were the founder of Terre-Liban and the Lebanese Ecological Movement, a platform of various NGOs, Paul Abi Rached.

36.8% of the electorate are Maronites, 25.2% Shiites, 17.6% Druze, 7.61% Greek Orthodox, 6.11% Sunnis, 4.6% Greek Catholics and 2.14% belong to others Christian denominations.

Mount Lebanon IV (Aley-Chouf)

The Lebanonberg IV constituency consists of two sub-districts, Aley (red, covers the Aley district ) and Chouf (brown, covers the Chouf district ).

Six lists of candidates were registered in Mount Lebanon IV constituency. 40.5% of the electorate are Druze, 27% Maronites, 18.7% Sunnis, 5.18% Greek Catholics, 5.14% Greek Orthodox, 2.6% Shiites and 0.91% belong to other Christian schools .

The main competitors were two lists. The “Reconciliation” list (formed by the Progressive Socialist Party, Future Movement and Lebanese Forces) and the “Promise of the Mountains” list (formed by the Lebanese Democratic Party, Free Patriotic Movement and Syrian Social Nationalist Party). The remaining lists were “Free Decision” (from Kata'ib and the National Liberal Party), the “National Unity” list of the former minister and ex-LDP member Wiam Wahhab , the “Bourgeois” and the “We are All” list -National".

Towards the end of February, Democratic Renewal candidate Antoine Haddad announced his retirement.

North I (Akkar)

The North I constituency covers the Akkar governorate .

Six lists of candidates were registered in the North I constituency. The Future Movement decided on its own list, with the candidate for the Greek Orthodox seat being a member of the Lebanese Forces. A coalition supported by the Coalition of March 8th came under the title "Decision for Akkar". The "Akkar Decision" was led by former MP Wajih Barini and supported by Marada and the Arab Democratic Party . The other lists were "Strong Akkar" (with the participation of the Free Patriotic Movement, al-Jamaa al-Islamiah and the Future Movement of Near Independents), "Sovereign Lebanon" (led by Ashraf Rifi ) and the "Women of Akkar".

The constituency is characterized by a high proportion of Sunnis (67.5%). 14.7% of the electorate are Greek Orthodox, 10.9% Maronites, 4.97% Alawis, 1.05% Shiites, 0.62% Greek Catholics, and 0.29% belong to other Christian communities.

North II (Tripoli-Miniyeh-Danniyeh)

The North III constituency covers the Tripoli and Miniyeh-Danniyeh districts . It is divided into three sub-districts: Tripoli (in green), Miniyeh (in red) and Danniyeh (in brown).

Under previous law, Tripoli and Miniyeh-Danniyeh were two separate electoral districts. Most of the voters registered for the 2018 election were Sunnis (82.91%); significant minorities were Greek Orthodox (6.24%), Alawites (6.04%) and Maronites (3.5%). 0.51% of the electorate are Armenian Orthodox, 0.32% Armenian Catholics and 0.59% belong to other Christian communities.

The largest political forces used the new suffrage to take separate directions. The General Secretary of the Future Movement, Akhmed Hariri, justified the decision to form its own list by saying that his party "understood that a lot of people have taken advantage of us ..." A total of eight lists were registered in the North II constituency; the list “Determination” of the former Prime Minister Najib Miqati , the list of the future movement, a list kept by Ashraf Rifi , the “National Dignity” (an alliance between Faisal Karami and Jihad Samad, in which al-Habash and Marada also participate), “ Decision of the People ”(an alliance between the Free Patriotic Movement and Kamal Kheir, which also included independents), the list“ We are All-National ”(with Sabaa Party, the movement of citizens in the state, Socialist Arab Lebanon Vanguard Party , resistance movement and independent candidates), the “Independent Decision” list (alliance between al-Jamaa al-Islamiah, former MP Mesbah Ahdab and independent candidates) and the “Independent Civil Society” list with independent candidates. Mohammad Safadi decided not to vote and called for support for the future movement.

In Danniyeh, the 28-year-old Sami Fatfat ran for the seat that his father Ahmad Fatfat held for the future movement.

Among the candidates on the Miqati “Resolve” list were former minister Jean Obeid and current minister Nicholas Nahas, as well as MP Kazim Kheir. Kheir was not given a place on the Future Movement list, so he ran on Miqati's list.

The North III electoral district consists of four sub-districts that correspond to the respective district: Batrun (purple), Bscharri (green), Koura (brown) and Zgharta (red).

Four lists of candidates were registered in the North III constituency, which includes the Batrun, Bscharri, Koura and Zgharta districts.

The electorate is predominantly Christian; 68.1% are Maronites, 20.7% Greek Orthodox, 8.94% Sunni, 0.93% Shiites, 0.73% Greek Catholics, and 0.38% belong to other Christian communities. 0.24% are Alawites.

The “Strong North” list under Gebran Bassil unites the Free Patriotic Movement, Independence Movement and Future Movement , while the “Strong Republican Pulse” list gathers Lebanese forces, Kata'ib and the Democratic Left Movement. The list “With Us for the North and Lebanon” is supported by the Marada Movement, Syrian Social Nationalist Party and Boutros Harb . The civil society list “We are All-National” is supported by the movement of citizens in the state, and Sah.

The South I constituency consists of two sub-districts: Sidon (red, corresponds to the city of Sidon ) and Jezzine (brown, corresponds to the Jezzine district ).

In the constituency of Sidon-Jezzine four lists of candidates were drawn up: "Integration and Dignity" (formed by the future movement and independents), "Sidon and Jezzine Together" (Alliance of al-Jamaa al-Islamiah, Free Patriotic Movement and Abdul Rahman Bizri), "For all people ”(Alliance of Popular Nasserite Organization and Ibrahim Azar, supported by Amal Movement un Hezbollah) and the“ Competence to Change ”(Alliance of Kata'ib, Lebanese Forces and the March 11th Group).

The Future Movement and the Free Patriotic Movement had tried to agree on an election pact, but this did not materialize because the FPM had insisted on Bizri. After those talks failed, the FPM turned to al-Jamaa al-Islamiah because the Popular Nasserite Organization was already in agreement with Ibrahim Azar (an independent Maronite supported by the Amal-Hezbollah alliance).

44.2% of the electorate are Sunnis, 30.8% Maronites, 15.1% Shiites, 8.69% Greek Catholics, 0.67% other Christian communities and 0.48% Druze.

The South II constituency consists of two sub-districts: Zahrani (red, corresponds to the parts of the Sidon district that are outside the city of Sidon ) and Tyros (brown, corresponds to the Tyros district ).

Two lists of candidates were registered in the South II constituency. Amal and Hezbollah's “hope and loyalty” was spearheaded by Speaker of Parliament Nabih Berri . It competed with the "Together for Change" list, an alliance of Riyadh Al-Assaad, the Lebanese Communist Party and independent candidates.

The constituency is predominantly (81.4%) inhabited by Shiites . 6.81% of the electorate are Greek Catholics, 6.1% Sunnis, 4.55% Maronites and 1.14% belong to other Christian communities.

South III (Marj Uyun-Hasbaya-Nabatäa-Bint Dschbeil)

The South III electoral district covers the Nabatäa governorate and is divided into three sub-districts: Nabatäa (red, corresponds to the Nabatäa district ), Marj Uyun-Hasbaya (brown, covers the Hasbaya and Marj Uyun districts ) and Bint Jbeil (green, corresponds to the Bint Jbeil district ).

Six lists of candidates were registered in the South II constituency. The electoral population is predominantly Shiite (80.1%). 6.35% of the electorate are Sunnis, 5.27% are Maronites, 3.65% Druze, 2.45% Greek Orthodox, 1.8% Greek Catholics and 0.39% are other Christian communities.

The Amal-Hezbollah coalition made the "Hope and Loyalty" list. On it was a Sunni candidate from the Ba'ath party, Kassem Hachem , who, however, was nominated as a candidate for the Amal movement and was not officially supported by his party.

Future Movement, Free Patriotic Movement and the Lebanese Democratic Party jointly submitted a nomination entitled "The South is Worth It", which the newspaper L'Orient Le Jour described as being a supplement to the Amal and Hezbollah list. On it is an independent Sunni candidate who is close to the future movement, Imad Khatib, who has a business relationship with Amal leader Berri. Three Shiite candidates on this list (Badruddin, Sharafuddin and Osseiran) were previously close to Hezbollah. Two independent candidates close to the Free Patriotic Movement were also on this list: the Greek Orthodox candidate Chadi Massaad and the Shiite candidate Mourhaf Ramadan. The candidate for the seat of the Druze is a member of the board of the Lebanese Democratic Party.

The “One Voice for Change” list was formed by the Lebanese Communist Party, the Communist Action Organization in Lebanon and independent candidates. On the list is the SSNP-affiliated independent candidate Hussein Baydoun. This list consisted of five candidates.

The two remaining lists took a more opposing stance on the dominance of Amal and Hezbollah in the local political scene. Under the name "Schibna Hakki" a list of candidates was submitted by the Lebanese forces with Shiite dissenters around the journalist Ali Al-Amin. Al-Amin has been referred to as the "Shiite of the [US] embassy" by Hezbollah general secretary. Al-Amin and the also running journalist Imad Komeyha were signatories of the 2017 call for new elections to the Shiite High Council. Ahmed Assaad, the leader of the Lebanese Option Party , registered an anti-Hezbollah list of candidates from his party, including his wife Abeer Ramadan.
