Paul Beinhofer

Paul Beinhofer (born May 2, 1953 in Munich ) is a Bavarian state civil servant and was government president of the Bavarian administrative district of Lower Franconia from 2000 to the end of 2018 .

Career

Beinhofer grew up in Munich and attended the humanistic Karlsgymnasium from 1963 to 1972 . He then did basic military service in the Air Force in Germersheim and Erding . From 1973 he studied law in Munich and received a scholarship from the Maximilianeum Foundation .

In 1980 after the second state examination in law, he joined the Bavarian general internal administration as a member of the government. A. at the government of Upper Bavaria in the field of constitutional law, public safety and order. From 1981 to 1984 he was an assistant at the Bavarian State Ministry of the Interior in the areas of "Construction Law", "Water Law" and "Constitutional and General Administrative Law". 1981 followed the doctorate to Dr. iur. ( summa cum laude ) at the University of Munich with a thesis on “ The principle of collegiality in government ”, supervised by Peter Lerche , and in 1982 the appointment as lecturer for administrative law at the Technical University of Munich. He continued in the latter position until he moved to Karlsruhe in 1986.

From 1984 to 1986 he was a legal civil servant at the Fürstenfeldbruck district office and head of the “Municipal Supervision and Waste Management” department. From 1986 to 1989, Beinhofer was a research assistant at the judge of the Federal Constitutional Court and later Vice President of the BVerfG. Otto Seidl in Karlsruhe. From 1989 to 1991 he was head of the department of environmental law and waste management in the government of Upper Bavaria and from 1991 to 1997 he was head of the department “Law of Public Safety and Order” in the Bavarian State Ministry of the Interior. Then Beinhofer was Vice President of the Upper Palatinate government ; During this time he also got a teaching position for civil service law at the University of Regensburg . From March 1, 2000 until his retirement in December 2018, he was District President of Lower Franconia . Eugen Ehmann became his successor on January 1, 2019 .

Paul Beinhofer is married and has two sons (* 1984 and 1986).

  • Vice President of the Bavarian State Transport Authority (since May 22, 2004)
  • Chairman of the Lower Franconian Memorial Year Foundation (since March 1, 2000)
  • Chairman of the Board of Directors of the Würzburg Administration and Business Academy (since June 8, 2000)
  • Chairman of the Lower Franconia District Association of the German War Graves Commission eV on February 20, 2001
