Carl Albert Leopold von Stengel
Baron Carl Albert Leopold von Stengel (born October 27, 1784 at Biederstein Castle near Munich; † December 5, 1865 in Munich ) was a German lawyer and high-ranking Bavarian administrative officer from the Palatinate-Bavarian noble family of the Lords of Stengel .
Life
He was born at Biederstein Castle as the son of the Bavarian State Councilor and financial expert Stephan von Stengel and his wife Marianne von Blesen. Both parents came from Mannheim , the father had a high position at court; various historians even consider him to be an illegitimate son of Elector Karl Theodor . His brother was the ministerial official Georg von Stengel .
From 1786 Carl Albert Leopold von Stengel received private lessons from the priest Simon Schmid , a co-inventor of lithography , then attended grammar school in Munich and finally studied camera and law in Landshut and Würzburg .
In 1807 he entered the Bavarian administrative career, in 1816 he became a member of the government in Speyer .
Under the Palatinate government president Joseph von Stichaner (1769-1856), Stengel acted from 1817 as his closest advisor and commissioner in church matters. On October 12, 1817 he received the Order of Merit of the Bavarian Crown , in the same year the civil servant married Julie von Meyer from Frankfurt am Main , daughter of the future mayor of Frankfurt, president of the appellate court and member of the Bundestag of the German Confederation , Johann Friedrich von Meyer . After Stichaner's transfer, Stengel himself officiated from 1832 to 1837 as Commissioner General of the Rhine District (Regional President of the Palatinate ). About the manner of his administrative activities there, he said:
" Not a sheet of paper should lie between me and the subjects of my king, and so that I can recognize the man correctly, I take him on my tracks, in the exam, without his noticing it. He comes to speak for his cause, more or less prepared. So that I also find out what kind of spirit it is, with whom I negotiate, I expand myself questioningly and explicitly; so everyone pulls the larva from me himself, which he may have made: so I experience a lot that also benefits others; I benefit from the man of honor, the Schelm and the Schalke. Omniscient is not a president; therefore he should exercise his powers of feeling. "
On November 22, 1837, he was promoted to extraordinary Bavarian envoy and minister to the Swiss Confederation in Bern . In 1839 Baron von Stengel became regional president of Swabia in Augsburg , in 1840 he received the Commander's Cross of the Bavarian Order of St. Michael , in 1843 he was promoted to President of the Court of Appeal in Neuburg an der Donau . As such, he retired on February 25, 1854 and moved to Munich, where he died in 1865.
The city of Speyer made Carl Albert Leopold von Stengel an honorary citizen on December 23, 1837 , because of his many services, especially to the cathedral garden and the re-establishment of the Speyer diocese ; on July 3, 1841 Augsburg awarded him the same dignity.
The Palatinate pastor and local poet Georg Friedrich Blaul worked for a time as a private tutor for the children of Carl Albert Leopold von Stengel.
Hermann von Stengel , later State Secretary in the Reich Treasury , was the son of Carl Albert Leopold von Stengel and his wife Julie von Meyer.
